Environmental Permitting Specialist – LNG & FERC Compliance

Purpose of the Role
We are seeking a highly motivated Environmental Permitting Specialist with specialized expertise in FERC regulations, LNG permitting, and regulatory compliance to join our Houston-based team. This role is critical to the successful execution of large-scale LNG infrastructure projects and plays a central part in ensuring compliance with local, state, and federal environmental regulations.
The successful candidate will bring a strong understanding of the Natural Gas Act (NGA), experience navigating the Federal Energy Regulatory Commission (FERC) permitting process, and a proactive, solutions-oriented approach to managing regulatory risks and stakeholder relationships. This position is ideal for individuals who thrive in cross-functional environments and enjoy both technical depth and client-facing engagement.
This full-time position is based in Houston TX, working a hybrid schedule 3 days per week at the Worley office.
Key Responsibilities
Lead and support the preparation, submittal, and management of FERC filings under the Natural Gas Act (Sections 3 and 7) for LNG facilities and supporting infrastructure.Review and interpret technical documentation (e.g., P&IDs, material balances, engineering drawings, equipment specs) to support FERC change management processes and ensure proper documentation of modifications.Manage variance requests, change tracking, and communication with FERC staff throughout all project phases (pre-filing, post-filing, construction, and operations).Collaborate closely with internal engineering, environmental, legal, and construction teams to ensure compliance obligations are reflected in project execution and construction planning.Develop and maintain compliance matrices, mitigation plans, and Resource Reports in accordance with NEPA and FERC regulations.Coordinate with federal, state, and local agencies, and support stakeholder engagement efforts, including public meetings and community outreach.Proactively track permit conditions, changes, and approvals using regulatory tracking systems, ensuring all documentation is audit-ready and up to date.Monitor and evaluate regulatory trends and policy developments affecting LNG and natural gas infrastructure projects and advise internal stakeholders accordingly.Contribute to continuous improvement of permitting strategies, internal systems, and reporting tools.Support the local Houston-based environmental team, including collaboration across disciplines such as stakeholder engagement, water resources, environmental liability, and geotechnical engineering.

*Qualifications / Skill Set
Education\: Bachelor’s degree or higher in environmental science, environmental engineering, regulatory affairs, or a related discipline.Experience\: Minimum 7 years of relevant experience in the refining, petrochemical, or LNG industries with a specific focus on FERC permitting and regulatory compliance.Technical Expertise\:In-depth knowledge of FERC regulations, particularly Sections 3 and 7 of the NGA.Familiarity with NEPA guidelines and major environmental permitting processes for energy infrastructure.Demonstrated experience preparing regulatory filings and managing permitting documentation.Project Execution & Communication\:Proven ability to collaborate with multi-disciplinary teams on complex capital projects.Strong technical writing and editing skills, with experience drafting regulatory documents and public-facing materials.Skilled at managing multiple priorities and deadlines in a dynamic, fast-paced work environment.Tools & Systems\:Experience with regulatory tracking tools, project management systems, and documentation control platforms.Interpersonal & Strategic Skills\:Strong track record of building relationships with clients, regulators, and project stakeholders.Ability to anticipate regulatory risks and provide strategic guidance aligned with business and project objectives.
