Overview: We are seeking an experienced and dynamic Program/ Project Manager to join our Environmental Permitting and Planning (EP&P) Team. This role offers a significant career-growth opportunity for an energetic individual who can effectively manage environmental projects and mentor teams. This position would focus on permitting for undeveloped land projects.
Key Responsibilities:
Provide program/project management and technical support for ecology and environmental permitting projects.
Propose, plan, execute, and manage projects of varying complexity with multidisciplinary teams.
Collaborate with clients in Texas and Oklahoma, engaging in proposal preparation (scoping and pricing).
Manage projects with a focus on 60% project management, 20% mentoring/coaching staff, and 20% business growth.
Handle permitting processes, including field data collection, organization, and submission for permits or proposals.
Maintain familiarity with state and federal regulations and agencies, including:
Texas Commission on Environmental Quality
U.S. Army Corps of Engineers
U.S. Environmental Protection Agency
U.S. Fish and Wildlife Service
Experience with SPCC, SWPPP, permitting delineation, and endangered species reports.
Focus Areas:
Agency-driven projects, Army Corps, NEPA, Fish and Wildlife, TCEQ, CEQA, local permitting, federally funded projects, NEPA rules, EP&P side, Fish and Wildlife, Waters of the US, wetlands.
Additional Information:
Position involves 80% office work and 20% field work.
Some travel (local/overnight) may be required.
Onsite presence: 3-4 days a week in the office, with some field work as needed.
Ability to connect with clients and deliver business to the group is beneficial.
Role Expectations:
Ability to manage projects and mentor staff, including direct reports and career development.
Comfortable meeting with clients and demonstrating experience in business development and strategic growth.
Experience managing projects in land development, earth moving, and regulatory compliance.
Ideal Candidate Should Demonstrate:
Experience conducting wetland delineations in accordance with USACE and state protocols.
Proficiency in plant identification, wildlife identification, habitat assessment, and soils identification.
Ability to lead wetland delineations and/or biological field surveys independently or with a small team.
Ability to prepare technical documents, perform calculations, and conduct analyses.
Excellent technical writing and verbal communication skills.
Strong planning and organizational skills with problem-solving abilities and analytical skills.
Knowledge of state and federal regulations, including all steps of design, submittal, and regulatory interface associated with permits under:
Section 401/404 of the Clean Water Act (CWA)
State/local wetlands, waterways, and floodplain regulations
National Pollutant Discharge Elimination System (NPDES) permits (a plus)
Habitat Assessments and MBTA/Raptor surveys (a plus)
National Environmental Policy Act (NEPA) (a plus)
Ability to prioritize effort and effectively engage on multiple projects simultaneously.
