The Environmental Impact Specialist DCL (Archaeologist) performs as staff advisor and expert to agency staff and the public in the evaluation of impacts and the possible consequences of those impacts to cultural resources from transportation projects. Area of expertise includes archaeology and Section 106 compliance.
This is a Dual Career Ladder position. Candidates must qualify for additional supplemental qualifications along with the Minimum Qualifications Below. The Supplemental Qualifications for this position are:
+ A bachelor’s degree in archeology, anthropology, or a closely related field plus four years of field and analytic experience in research, administration, or management of prehistoric or historic North American archeology, of which two of those years was at or equivalent to an Environmental Impact Specialist 3 level or higher; OR
+ A master's degree in archeology, anthropology, or a closely related field plus three years of field and analytic experience in research, administration, or management of prehistoric or historic North American archeology, of which two of those years was at or equivalent to an Environmental Impact Specialist 3 level or higher; OR
+ A doctorate degree in archeology, anthropology, or a closely related field plus two years of field and analytic experience in research, administration, or management of prehistoric or historic North American archeology, of which two of those years was at or equivalent to an Environmental Impact Specialist 3 level or higher. .

Minimum Qualifications
A bachelor’s degree in a biological, earth, environmental, natural, physical, or social science, or in an engineering or architecture field plus four years of experience in environmental science, natural resource management or cultural resource management; OR
A master's degree in a biological, earth, environmental, natural, physical, or social science, or in an engineering or architecture field plus three years of experience in environmental science, natural resource management or cultural resource management; OR
A doctorate degree in a biological, earth, environmental, natural, physical, or social science, or in an engineering or architecture field plus two years of experience in environmental science, natural resource management or cultural resource management.

Job Duties and Other Information
Job Duties:
+ Conducts in-depth analyses and research, including field investigations, on the most complex cultural resource issues and prepares detailed reports in compliance with NEPA, including Environmental Impact Statements, Environmental Assessments, 4(f) of the U.S. DOT Act statements, and Cultural Resources Survey reports and findings in compliance with Section 106 of the National Historic Preservation Act. Includes directing highly complex projects such as evaluation and recordation of archaeological sites. Presents results at conferences as well as prepares articles for local and/or national publication.
+ Serves as project manager for consultant projects on environmentally complex projects. Establishes scopes of work, negotiates work effort and approve/disapproves work, approves payment of invoices, analyzes results, evaluates validity and makes recommendations regarding implementation.
+ In expert role trains staff in addressing cultural resources issues and concerns, including the use of appropriate field techniques. Evaluates and introduces state of the art technology and procedures. Oversees quality of cultural resources work performed by other staff and is responsible for assigning/reviewing/approving that work.
+ Serves as staff advisor and expert by providing technical environmental assistance to Planning, Road Design, Bridge Design, and District personnel in solving difficult and unusual cultural resource problems, using state of the art technology and procedures. In expert advisor role serves on national committees and/or task forces sponsored by the Transportation Research Board, American Association of State Highway Transportation Officials, as well as other regional and state committees regarding cultural resources.
Position Specific Details:
Appointment type: Promotion Only.This position is open only to DOTD employees who have permanent status.
Compensation:
* This position has a biweekly Special Entrance Rate of $2469.23 biweekly, $30.87 hourly.
* This position is eligible for premium pay for hours actually worked as follows:
0 months to less than 2 years $1.00/hour
2 years to less than 4 years $1.50/hour
4 years or greater $2.00/hour
Travel is required. This position requires a valid Louisiana driver’s license to participate in field investigations and public and agency events.
