Our work gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, conflict sensitivity, coordination, and impact. The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North. Currently IRC Yemen is operating in five governorates in the south of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Child Protection, Gender and Women Protection and Empowerment. The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises. SCOPE OF WORK: The Environmental Health Officer will support the implementation of WASH infrastructure interventions in Yemen’s West Coast, including technical assessments, preparation of BoQs and designs, and supervision of construction and rehabilitation works for water and sanitation systems. The role ensures quality control, adherence to IRC and donor standards, and timely completion of activities. The Officer also contributes to hygiene promotion and the integration of basic IPC and WASH practices into Health and Nutrition programming, particularly in CMAM-supported facilities. JOB SUMMARY: The Environmental Health Officer is responsible for planning, implementing, and supervising WASH infrastructure activities, with a focus on water supply and sanitation systems. The position includes conducting technical assessments, preparing engineering documentation, and overseeing field construction and rehabilitation works. The Officer also supports hygiene promotion and contributes to the integration of WASH in Health and Nutrition interventions to enhance IPC and service quality. The role requires coordination with Supply Chain, Finance, and M&E teams, engagement with local authorities, and supervision of EH Assistants to ensure efficient and accountable program delivery. WORKING RELATIONS: Internal: Reports to the Senior Environmental Health Officer. Directly supervise EH Assistants. Collaborates closely with Health and Nutrition teams, Supply Chain, Finance, and M&E. External: Coordinates with local authorities, MoPHP health units, community leaders, WASH Cluster stakeholders, and implementing partners. MAIN RESPONSIBILITIES: Team Engagement, Safeguarding, and Accountability · Actively promote team cohesion, inclusion, and collaboration within the Environmental Health team and across IRC departments. · Foster a culture of continuous learning, open dialogue, and reflective practice to uphold IRC values and strengthen safeguarding. · Raise awareness among communities and clients on IRC’s feedback and complaint mechanisms, ensuring transparency and accountability. Technical Implementation and Infrastructure Supervision · Conduct technical assessments for water supply and sanitation systems in collaboration with the Senior EH Officer and prepare related BoQs, designs, and specifications. · Supervise the rehabilitation and construction of WASH infrastructure, particularly water systems, ensuring adherence to quality and safety standards. · Implement contract management monitoring tools and track contractor performance in coordination with the WASH Program Manager. · Conduct water quality testing regularly and implement mitigation measures where contamination risks are identified. · Ensure uninterrupted access to safe water and sanitation services in IRC-supported mobile clinics and health facilities. · Conduct detailed assessments in health and nutrition facilities to identify WASH and healthcare waste management gaps and support their improvement. Planning, Coordination, and Reporting · Prepare and submit detailed weekly and monthly activity plans and reports. · Maintain accurate records of construction progress, community engagement, resource use, and encountered challenges. · Coordinate with the Monitoring and Evaluation (M&E) team to ensure timely and accurate data collection and reporting. WASH-Nutrition-Health Integration · Support the senior EH Officer in the integration of WASH and Nutrition services, particularly in CMAM-supported sites, by aligning hygiene, sanitation, and water access with WASH and nutrition protocols. · Collaborate with Health and Nutrition teams to improve IPC conditions, support Baby WASH interventions, and reduce public health risks. Hygiene Promotion and Community Engagement · Coordinate hygiene promotion campaigns in collaboration with Community Health Volunteers and Health teams. · Engage communities, women’s groups, and stakeholders in WASH project planning and implementation. · Establish and strengthen water management committees to ensure community-led operations and maintenance. · Identify and coordinate with local partners to conduct community cleaning campaigns in priority areas. Capacity Building and Support · In collaboration with the IPC Officer, organize and facilitate training on healthcare waste management, water treatment, and water quality monitoring at health facility level. Other · Perform any other duties as requested by the supervisor to support overall program objectives. Qualifications REQUIREMENTS:(Qualifications, Skills and Abilities): A. Education: + Degree in Civil, Environmental, Architectural, Agricultural engineering certificate working in a WASH program/ partner for 4 years. B. Experience: · Minimum of 3 years practical experience in (WASH) construction or rehabilitation/maintenance of water system schemes preferably emergency water supply interventions. C. Skills and Abilities: + Technical competency in WASH infrastructure and hygiene programming. + Strong community engagement and coordination skills. + Fluent in Arabic; working knowledge of English. + Proficiency in Microsoft Office (Word, Excel). + Ability to work independently under pressure in remote settings. D.
