Summary This position is located at the Wyoming VA HealthCare System (WYVAHCS), Cheyenne, Wyoming and is aligned under Facility Service. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation Responsibilities Duties may include, but are not limited to: Operates a variety of engineer equipment such as Frontend loaders, tractors with attachments, excavators, skid steers and rollers to perform excavation, backfilling, grading, leveling, tamping, and piling to maintain roads, grounds, drainage items, signage, fencing and other tasks throughout the campus areas. Operates Frontend loaders to perform such tasks as clearing grounds, piling sand, stone or other aggregates to move to a specific spot to transfer material to one-ton dump truck. Drives truck with a one trailer following safety procedures. Completes log books and performs operators' maintenance on equipment including cleaning, lubrication, checking fuel and oil levels. Interprets and applies the requirements of technical manuals, shop directives, multi view blueprints and other documents to ensure proper piece of machinery required is ready to complete the job. Operates special purpose snow removal equipment (snowplow, snow blower, loader, and trucks) to conduct snow removal operations. Operates mowing equipment, tractors with attachments, and forklifts. Performs operator maintenance of equipment including lubrication, cleaning, checking fuel and oil levels. Tightens or adjusts loose nuts, bolts, ensure proper adjustment of bulldozer tracks and other attachments. Skills and Knowledge Required by the Position: Operators are required to know the uses of the different sets of controls or operation of the equipment and attachments and be skilled in handling these controls to perform the work. The operators must be able to move the equipment about in confined areas while operating refuse trucks, dump trucks, and pickup trucks. Knowledge of the nature of the soil and features of the terrain to determine the proper approach according to the condition of the surface and subsurface. Follow established trade practices in performance of work with completed work inspected for conformance to work orders, proper workmanship, and compliance with safety and traffic regulations. Operate the equipment in a safe manner according to safety rules and regulations and use the equipment properly so that it is not damaged. Wearing of appropriate personal protective safety equipment is required, as well as conformance with government-wide, agency, and local facility, policies, procedures, rules and regulations. Physical Requirements: Heavy physical effort is used by the operators in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operators are frequently required to work in awkward or strained positions. Physical effort is required to turn heavy vehicles and operate vehicle controls. Working Conditions: Work is performed in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, rolling surfaces, and forests. The operators are exposed to injury due to the possibility of the equipment overturning. They are subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust. Exposed to below freezing temperatures in the winter and exposed to high humidity and high temperatures in the summer. Incumbent must wear appropriate personal protective equipment and follow safe work practices. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students.
