We are proud to serve the people of Louisiana with integrity, innovation, and a deep commitment to equity. About this Job: The present Federal Aid Off-System Highway Bridge Program was established under Section 1028, of the 1991 Act ISTEA, entitled “Public Law 102-240”. The Federal Aid Off-System Highway Bridge Program is the only avenue the 64 parishes have to obtain Federal and State monies to replace deficient or closed bridges on their roadways. Due to the significance of this program, this office often answers inquiries concerning the availability of funds and status of projects for parish bridges from parish officials, senators, representatives, and the Governor’s office. There are approximately 4,900 parish bridge sites and approximately 1,700 bridges qualify for this program. The replacement of these bridges is essential to all citizens of the state. Many bridges are posted or closed which requires local citizens, industry (logging, gravel, farming, and heavy trucks), school buses, and emergency vehicles to detour many miles. Presently, the State of Louisiana and the Federal government have invested more than $250 million in this program. A typical replacement project will cost between $700,000 and $2,000,000 while a specialized project (moveable bridge) can cost more than $10,000,000. The majority of parishes do not have the funds to replace these structures without this program. The program typically replaces approximately 10 - 15 structures a year at a construction cost of $10 - $20 million. The program is based on federal and state funds budgeted and can vary by fiscal year. This position is responsible for administering federal and state funds to the parishes for replacement of deficient structures on their roadways and is responsible for overseeing all design stages and construction support of these projects. This position is responsible for the direct management and supervision of more than 50 consultant projects and 10 consulting firms.
