Duties Description Employee Benefits has the lead role for administering the New York State Health Insurance Program (NYSHIP), one of the largest public employer health insurance programs in the nation covering more than 1.2 million lives. This position will play an important role in ensuring the continued success of the comprehensive health insurance programs.The Employee Insurance Examiner 2 duties in the Employee Benefits Division will include but are not limited to the following:• Explaining and interpreting applicable rules, regulations, policies and/or procedures in person or by phone to Health Benefits Administrators (HBAs) and enrollees.• Providing assistance and guidance directly to enrollees regarding enrollment and eligibility in the New York State Health Insurance Plan (NYSHIP).• Processing complex health insurance transactions and making necessary corrections to enrollment data.• Reconciling enrollee and agency accounts to ensure that all premiums are properly collected.• Performing supervisory duties including holding weekly staff meetings, reviewing assigned staffs’ phone calls and associated call tickets.• Providing training to staff, assigning work/projects, and performing daily review of their assigned work.• Reviewing assigned staffs’ attendance, telecommuting requests, and time-off requests.• Completing staff probation reporting/evaluations.• Preparing monthly narrative and statistical reports.
Minimum Qualifications NY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS): Either: 1. four years of customer service* or business office** experience, or combination thereof; Or 2. thirty college semester credit hours AND three years of full-time experience described in #1; Or 3. sixty college semester credit hours AND two years of full-time experience described in #1. *Customer Service is defined as dealing with many different individuals on a continuous basis where verbal communication is the primary means of accomplishing the duties of the position. **Business office experience includes one or more of the following: general administrative/clerical duties, processing claims and/or bookkeeping, processing personnel or benefits transactions. Examples of qualifying experience include but are not limited to: call center agent, customer service representative, sales representative providing information and service, or telemarketer. Examples of non-qualifying experience include but are not limited to: cashier, fast-food worker, gas station attendant, or security guard.COMPETITIVE QUALIFICATIONS:You must be reachable on the current eligible list or eligible for transfer. 70.1 TRANSFER QUALIFICATIONS:One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. PROVISIONAL QUALIFICATIONS:Based on the results of the canvass of the current eligible list for the Employee Insurance Examiner 2 position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Employee Insurance Examiner 2 exam and be reachable for appointment from the newly established eligible list.The minimum qualifications for Provisional appointment are:One year of permanent, contingent permanent, or 55 B/C service as an Employee Insurance Examiner 1, or in an office assistant, clerical, or keyboarding position allocated to Grade 9 or higher.*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. NON COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.The minimum qualifications for NCP appointment are:One year of permanent, contingent permanent, or 55 B/C service as an Employee Insurance Examiner 1.SUBSEQUENT 55B/C QUALIFICATIONS:A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 12. To be considered, you must provide a copy of your letter of eligibility with your response.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
