Employee Development Manager
A client of Insight Global is looking for an Employee Development Manager to develop and lead strategic HR initiatives that will impact the employment relationship and experience. This role oversees employee and leadership development, recruitment and onboarding, safety and wellness, organizational development, and employee engagement. They will be accountable to develop and deliver Cowlitz Indian Tribe Employer of Choice programs including Employee and Leader Development, required and training, Recruitment & Onboarding, Safety & Wellness, organizational development, teambuilding, and employee engagement outcomes. This role will ensure strategic leadership, change management, team supervision, succession planning, and record keeping is kept/conducted/managed in accordance with established laws, regulations, policies, procedures and best practices. Honors and represents the mission, vision, values of CIT and of the HR department.
This individual is expected to come onsite with the flexibility of one work from home day and the willingness to travel to multiple locations to work directly with all levels of the organization (Vancouver, Tukwila, Ridgefield, with the main office location in Longview, WA). This is an exciting role, and it is important to note that this role will be responsible for creating and implementing the structure of these initiatives from the ground up with the focus on what is best and needed for the organization and their mission. We are looking for a passionate go-getter that will develop standards and trainings in order to decrease risks and has the opportunity to develop and deliver trainings for organizational development over the first 6 months of the role.

Essential Duties and responsibilities:
• Lead and supervise HR staff overseeing safety, wellness, recruitment, and policy programs.
• Develop and report on Employer of Choice initiatives and strategic HR projects.
• Design and deliver comprehensive training programs including required, safety, leadership, professional development, and succession planning.
• Manage strategic recruiting and retention efforts to enhance candidate and hiring manager experience.
• Create outreach programs to increase Tribal member employment and volunteer opportunities.
• Oversee training curriculum development across formats (e-learning, workshops, presentations) and facilitate team building and just-in-time training.
• Conduct gap analyses, develop annual training plans, and measure employee development outcomes.
• Provide organizational development services, including conflict mediation and employee engagement strategies.
• Implement DEIB initiatives across recruitment, training, and development.
• Monitor departmental performance metrics and analyze results from exit and engagement surveys to guide action planning.
• Coordinate leadership conferences, learning events, and workshops tailored to diverse learning styles.
• Maintain training records in LMS, assign required learning, and support onboarding and cultural sensitivity training.
• Oversee third-party HR service providers and manage HR contracts, grants, and HRIS/payroll systems.
• Ensure compliance with employment laws and best practices; develop competitive compensation and benefits programs.
• Represent the Tribe externally and stay current on trends in tribal HR and employee development.
• Prepare and present reports to leadership, support team growth through professional development opportunities.
• Perform other duties as assigned.

Additional Details:
• Valid driver’s license is required when driving vehicles for work-related purposes.
• Must be able to successfully pass a background screening / investigation according to the established requirements below.
