If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.** This position has two primary functions related to Minnesota Health Care Programs’ applicant and enrollee forms developed and maintained by Health Care Eligibility and Access (HCEA). The first function is to serve as HCEA’s Eligibility Forms Curator. This position will develop, design, establish and maintain a central electronic eligibility forms inventory, with detailed business needs documentation for all the Minnesota Health Care Programs (MHCP) eligibility forms (applications, renewals, supplements, information gathering forms, flyers, brochures, and fact sheets) under HCEA’s purview. This position will also create and maintain a historical forms archive and an evaluation calendar for each Medical Assistance, Medicare Savings Programs, MinnesotaCare, and Minnesota Family Planning Program form owned by HCEA. The second function is to serve as an HCEA User Experience Forms Subject Matter Expert and Forms Developer to ensure that the design and content of each eligibility form is user friendly, culturally appropriate, and meets the business need. The position will conduct user research and testing, engage focus groups and interact regularly with stakeholders to gather input and feedback to ensure new forms and updates to existing forms meet specific business needs, effectively deliver the information intended, and promote positive interactions with applicants and enrollees. In partnership with others, this position will develop, employ, and enforce a set of user experience centered best practices to continuously improve Minnesota Health Care Programs eligibility forms. This position will draft, route, and finalize new forms and updates to existing forms in keeping with promoting a positive user experience. **Minimum Qualifications** Two (2) years of experience in content management: supporting the collection, managing, and publishing of the information. Experience must demonstrate: + Understanding of User Experience theory and practice + Skills in form design, layout and graphics + Skilled in the American Disabilities Act (ADA) principles and tools (such as JAWS, Common Look) + Technical knowledge of SharePoint, HTML, PDF, Adobe Acrobat Pro *Bachelor's degree or higher degree in communications, business or related field may substitute one year of professional experience. **Preferred Qualifications** + Knowledge of the roles and relationships of county, state, tribal and federal human service agencies + Knowledge of basic Minnesota Health Care Programs eligibility policies and processes to obtain assistance + Knowledge of DHS standards and Plain Language Act requirements + Highly developed oral and written communication skills, including technical writing skills + Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** REFERENCE/BACKGROUND CHECKS - The Department of Human Services will conduct reference checks to verify job-related credentials and criminal background check prior to appointment.
