EISS Program Manager
Job Description The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts. The New York City Department of Correction (DOC) seeks to recruit a Program Manager for the Early Intervention, Support, and Supervision (EISS) Unit. The EISS Unit is responsible for identifying and monitoring uniformed personnel who exhibit a pattern of use of force that conflicts with the Department’s Use of Force guidelines. The unit works with at-risk staff and facility leadership to develop targeted action plans focused on providing staff with additional resources and guidance necessary to correct conduct, positively impact Use of Force trends and mitigate the Department’s exposure to risk and liability. Under the leadership of the Assistant Commissioner of EISS, the Program Manager's responsibilities will include, but not be limited to, the following: - Liaise with facility leadership and monitored personnel to identify trends and root causes of problematic behaviors related to use-of-force incidents; - Collaborate on the development and implementation of corrective action plans, training enhancements, and policy revisions to ensure compliance with departmental standards, legal mandates, and community expectations; - Mentor and support uniformed personnel through continuous review and analysis of use-of-force incidents, including associated reports, video footage, and witness statements; - Provide constructive feedback and coaching to strengthen decision-making, reinforce tactical discipline, and promote adherence to best correctional practices; - Support special projects as assigned. Preferred Skills - Prior uniformed law enforcement experience, specifically in a correctional setting is a plus; - In-depth knowledge of principles and practices in correctional administration, management, and operations. - Strong interpersonal skills with an ability to work well within a team structure; - Ability to multitask in a fast-paced environment on short notice and identify emerging issues; - Excellent communication and writing skills; - Ability to retain confidential information; - Ability to utilize independent judgment in analyzing and interpreting complex information. A baccalaureate degree from an accredited college, and four years of satisfactory full-time experience in the field of investigations, auditing, law enforcement, criminal justice, or in a major operational area of the agency in which the appointment is to be made, 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing investigations or related work; or 2. Education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
