Job DescriptionPosition Purpose:
Responsible for establishing, developing, and managing the environmental, health, and safety (EH&S) programs. Identifies and mitigates EH&S risks in support of business performance and reliability goals. Establishes and manages programs directed toward the continuous improvement of EH&S objectives. Integrates EH&S objectives into plant and distribution functions. Provides regulatory expertise to strategize and maximize company position within safety, health, and environmental economic programs and interaction with regulatory officials. Coordinates environmental, health, and safety programs with an emphasis placed on identification and communication of regulatory requirements to facility management, supervision and personnel. Provides support to all Departments and interacts with contactors during expansion projects in an EHS function.
Primary Duties/Responsibilities:
Identifies EH&S risks and provides mitigation plans which are consistent with business performance and reliability goals. Establishes management systems that support company goals and meet/or exceed regulatory requirements.Integrates EH&S concepts into all facets of power plant business, operations, maintenance, and engineering.Provides air regulatory expertise. Develops long term strategies to enhance company’s stake in economic based compliance programs such as Boiler MACT, GHG Reporting, Title V permitting, etc.Provides regulatory expertise for environmental requirements such as MWRA Permits, StormWater MSGP and SWPPP, WasteWater Treatment, Hazardous Waste Management, etc.Audits EH&S program implementation. Works closely with supervisors to ensure effective implementation and enforcement of EH&S policies and procedures including inspections.Implements Veolia Environmental Management System program and acts as a leader in facility ISO 14001 Certification.Serves as contact to regulatory agencies. Provides notification to government agencies as required.Provides EHS input into proposals or actual changes to plant operations.Supervises EH&S, contractors, temporary employees and interns.Develops and manages hazardous materials emergency response and contingency planning efforts. Coordinates facility program with response contractors, LEPC (BFD), and Government Agencies.Serves as planning Team Leader for Toxic Use Reduction and Storm Water Pollution Prevention.Serves as Chairperson of the Plant Safety Committee.Provides oversight and reviews accident/incident investigations. Recommends corrective actions and specifies action to prevent re-occurrence.Leads and coordinates facility testing: combustion equipment, stack, wastewater discharge, and waste characterizationManages environmental record-keeping and reporting program. Prepares reports for regulatory submittal. Maintains plant environmental records including permits, compliance data, training records etc.Audits environmental program implementation. Conducts facility inspections. Provides compliance status report to management.Identifies and coordinates environmental training requirements. Develops hazard control designs, methods, procedures, and programs. Coordinates work-site evaluation and characterization and job hazard analyses with respect to chemical, physical, and biological exposures.Audits and measures the effectiveness of hazard controls and hazard control programs. Communicates the results to management.Designs and implements Supervisor and Employee training programs on topics such as accident investigation, safety inspections, use of protective equipment, confined space entry, lockout tagout, respiratory protection, etc.Reviews accident and incident investigations. Performs root cause analysis. Recommends appropriate corrective actions.Oversee Workers Compensation management and fit for duty/return to work programs with supervisors/managers and Administration personnel.Coordinates Industrial Hygiene (IH) program, conducts inspections, schedules consultant services, ensures collection of quality data. Maintains facility chemical inventories, reportable quantities, Material Safety Data Sheets.Maintains a variety of records and documents, onsite and archived, for OSHA and other compliance purposes.Oversees Document Control program for Kneeland and Scotia facilities.Observes and complies with all standard safety codes and practices, and performs work in accordance with recognized trade and company standards and, where applicable, local, state, and federal laws.Act as Emergency Coordinator or Incident Commander in emergency situations.Participates in mandatory training and other programs.Performs other related duties as required.Work Environment:
Must be able to work internally in the physical plant and externally on the facility’s grounds or at satellite facilities. May be required to work evenings and weekends as needed.QualificationsEducation/Experience/Background:
Minimum of 3-5 years of experience with safety and environmental programs in a utility or manufacturing industry. Master's or advanced Degree in Environmental or Safety related field can be considered in lieu of work experience.Experience with internet search engines.Knowledge/Skills/Abilities:
Must be familiar with Federal, state, and local regulations. Strong interpersonal and written communication skills are required.Requires individual with a high degree of professionalism. Requires the ability to work well independently and effectively with others, on a daily basis. Successful candidate will also be detail oriented, able to take direction and handle multiple tasks, prioritize work effectively, and see a project through to completion. A willingness to acquire new skills and utilize technology to streamline processes and problem solve is essential.High level of proficiency with database, spreadsheet, email, and word processing software required; Microsoft Office and Windows preferred.Required Certification/Licenses/Training:
Ability to obtain ERM, CSP, CIH, CHMM, and/or TURP certifications.Physical Requirements:
The employee will be required to wear personal protective equipment and clothing where appropriate because of their work around potential hazards such as loud noise, airborne particles, vibration and hazardous materials.This protective equipment includes, but is not limited to, safety eyewear, footwear, hard hat, gloves, hearing protection, and specialized clothing where applicable.Must be able to work in extremes of hot and cold temperatures and inclement weather conditions. Must be able to tolerate dust and other airborne particles and other materials such as diesel and lube oils. Under certain conditions while working in the plant, may be required to wear a respirator – respirators are required in specified areas, therefore the employee will be issued with and trained in the proper use of this equipment. At no time is facial hair permitted. May require repetitive stooping, bending, climbing, reaching, and carrying; intermittent lifting, and moving up to 20 lbs. Must be able to work from ladders, scaffolds, high-lifts, and in confined spaces.Additional InformationPay Range $140000 to $150000 per year.
