Yes County Albany Street Address Office of Education Policy Office of Teaching Initiatives City Albany State NY Zip Code 12234 Duties Description The New York State Education Department’s (NYSED) Office of Education Policy (OEP) is seeking candidates for an Education Credentials Specialist 1 position in the Office of Teaching Initiatives (OTI). The primary function of OTI is to process educator certificate applications. Under the direction of an Education Credentials Specialist 3, duties of this position include, but are not limited to, the following:• Understand, interpret, and employ applicable NYS Education Law, Commissioner’s Regulations, and office policies and procedures;• Review and evaluate certificate applications in response to inquiries and as requested; remove and correct data entry errors in the TEACH system;• Communicate effectively with applicants, colleagues, and stakeholders, both orally and in writing, using a variety of media (telephone, written and electronic correspondence, written and electronic spreadsheets/reports, face-to-face interaction) to provide information regarding certification;• Utilize multiple software applications for daily customer service email responsibility and follow established best practices;• Supervise a team of Education Program Assistant 1 staff, including assigning and scheduling work to subordinate staff; train staff in procedures required in performance of duties; respond to and resolve work-related problems and questions from staff; review completed work for accuracy and compliance with instructions; and• Make continuous improvements to workflow based on data driven decisions. Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:• A bachelor’s or higher degree Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position may be filled as a traineeship. The starting salary for this position is outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary. Current starting salaries:• $53,764 (Trainee 1- NS equated to SG-14)• $59,994 (Trainee 2- NS equated to SG-16)• $66,951 (Full Performance level SG-18)This position leads to a maximum salary of $85,138 based on annual performance advances and traineeship advances.
