Job Focus Area
The LDOE Division of Safe and Healthy Schools is actively seeking an Education Consultant 4 to play a pivotal role in addressing the behavioral and mental health needs of students as they progress through the K-12 education setting. This position, reporting to the Division's Education Consultant Supervisor, requires a comprehensive understanding of state school mental health policies and procedures, as well as an awareness of the mental health issues that may impact students. The successful candidate will be instrumental in implementing best practices for providing mental health support to students and will also need to comprehend state Medicaid policies and procedures as they pertain to school system reimbursement for allowable expenditures. Furthermore, they will be responsible for coordinating various components of grants related to the health and well-being of the educational community.
Moreover, this role is instrumental in promoting health standards and practices that foster a healthy lifestyle, as well as in implementing the department's Coordinated School Health approach. The successful candidate will understand the support provided to the school, the connections between health and academic achievement, and the importance of evidence-based school policies and practices. These programs and initiatives are not only crucial but also inspiring in the agency's effort to enhance Louisiana’s students' performance by addressing the health and safety needs that may hinder their academic achievement and lifelong well-being as healthy and responsible citizens.
Preferred Experience
+ Experience in working in public schools with students with mental health issues.
+ Experience in implementing a federal grant at the state level.
+ Experience in working with professionals from other public agencies, colleges/universities, private/public mental health providers, and school personnel to develop and implement programs to address the mental health issues affecting students.
Minimum Qualifications
Eight years of experience in education, teaching, or administrative services; OR
Six years of full-time work experience plus five years of experience in education, teaching, or administrative services; OR
A bachelor's degree plus five years of experience in education, teaching, or administrative services; OR
An advanced degree plus four years of experience in education, teaching, or administrative services.

Job Duties and Other Information
Job Duties:
+ Collaborates with the Louisiana Department of Health (LDH) and other child-serving agencies to support school systems with strategies to address mental and behavioral health.
+ Monitors the public school system for compliance with mental and behavioral health requirements established by revised statute or policies adopted by the Board of Elementary and Secondary Education.
+ Collaborates with the Louisiana Behavioral Health Advisory Council, the Louisiana Child Death Review Panel, and Coordinated Systems of Care to improve health outcomes as they relate to mental and behavioral health.
+ Designs and develops support tools for school systems to implement mental and behavioral health strategies to adhere to policy.
+ Makes recommendations to the Division Director and unclassified Assistant Superintendent related to mental and behavioral policies.
+ Oversees the School-Based Medicaid Program and serves as subject matter authority and expert for the LDOE.
+ Coordinates with LDH to design, develop, and implement a professional development and training model that educates and enables school systems to fully utilize the School-Based Medicaid Program.
+ Develop and disseminate clear, concise, and audience-appropriate correspondence, documents, and publications related to mental and behavioral health.
+ Perform all other duties and/or special projects as assigned by the Division Executive Director and/or Assistant Superintendent and as deemed necessary to support the Office's goals and objectives.
Position-Specific Details:
Appointment Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected.
Career Progression: This position does not participate in a Career Progression Group.
Work Schedule: Work hours are Monday - Friday. Work hours will be determined.
Compensation: This position has a Special Entrance Rate (SER) of $31.25 hourly, $2,500 biweekly. The salary offered will be determined based on qualifications and experience.
