Job Summary: This leadership role is part of Kaiser Permanente’s Supply Chain Services that is responsible for major portions of the end-to-end management of suppliers and services. This role is part of the supply chain organization; the main teams within Supply Chain Services are: 1) Sourcing; 2) Supply Chain Operations (all supply chain execution functions from ordering to receiving to distribution as well as fleet management, linen, and laundry, etc.); 3) Pay Operations that includes Accounts Payable and Travel Expense Operations; as well as Merger and Acquisition integration and Supply Chain transformation. The organization is currently comprised of approximately 2500 staff. 25% are non-represented and 75% represented. Staff are located primarily in Northern and Southern California but also locally in each of our markets. The Supply Chain Services organization operates with an annual budget of $300 million. The Executive Director, Indirect Sourcing role provides executive leadership to Kaiser Permanente’s national procurement and sourcing infrastructure for indirect categories, encompassing $3-4B/Yr in spend covering Facilities Services and Support, Non-IT Professional Services, Contingent labor and Consulting services. The ED is responsible for the development and successful implementation of category-level and sourcing and contracting plans and strategies. The ED has program-wide responsibility for reducing and controlling third party costs and providing industry standard sourcing and category management services. This capability needs to move into sophisticated analytics including actual good/service usage to help drive utilization and standardization and reduce supplier proliferation. This is done in collaboration with an extremely wide and diverse network of functional partners and suppliers. The position drives a category management approach that includes but is not limited to the identification of sourcing and supplier management opportunities for standardization of products and suppliers, consolidation of suppliers and optimization of supplier relationships. Additionally, this work assesses overall market dynamics, new technologies and entrants. The ED is responsible for managing these activities for an array of products and services, which collectively account for an annual spend of $3-4 billion . Further, this work entails intense focus on realizing value from recent merger and acquisition work under the Risant program, as well as integration of the contract operations team and realization of new and on-going value from the supply chain transformation initiative. This role, as part of the overall sourcing strategy, defines the various partners to be used, including a periodic engagement with KP’s Group Purchasing Organization (GPO) or other providers, and then is responsible for the effective management and oversight of these relationship to ensure maximum benefit to Kaiser Permanente. In conjunction with driving national product and service standards , this position plays a critical role working with Enterprise Business Services (EBS), Program office and regional / functional leadership to ensure that contracts are addressed efficiently and timely but also that the sourcing support, including the category management team, in some cases augmented by GPO resources, is taking on full responsibility for providing sourcing guidance and administrative support to all sourcing teams. This ensures that the considerable functional resources engaged in the category management process are operating peak engagement and efficiency. This role interacts with a significant number of Sr. Leadership teams (Enterprise Business Services, IT, HR, and contingent Staffing and others.) The major categories for which the ED is responsible include: · Facilities Services and Support · Non-IT Professional Services · Contingent Labor · Consulting Services This ED position leads the development of supplier relationship management programs within KP segmenting and differentiating our most critical relationships. In these most critical relationships, the ED applies process and structure to optimize the value of the relationship, increasing assurance of supply, process improvement and minimization of risk. Lastly, the ED works closely with KP peers to develop KP supply chain resiliency strategies to ensure supply chain reliability. This includes evaluating sole source versus multiple source relationships, evaluating key suppliers’ business continuity plans, and negotiating key terms concerning failure to supply or delivery services. This position has a target base salary of $234,000 to $292,500 and is eligible for incentive compensation, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable. Basic Qualifications: Experience + Minimum seven (7) years experience, at Director level, or equivalent, in a combination of purchasing, materials management, warehouse operations, goods and services contracting, construction contracting, finance or other related areas. + Minimum five (5) years of direct or non-formal management experience. Education + Bachelor-s degree in business administration, finance, operations research, materials management, economics or related field; OR four (4) years of experience in a directly related field. + High School Diploma or General Education Development (GED) required. License, Certification, Registration + N/A Additional Requirements: + Experience building and developing teams, including cross functional teams, in a manner utilizing high degrees of collaboration, where direct reports are not at hand to direct work to + Hands on role in delivering projects and associated benefits in a professional manner + Expert knowledge of Procurement category strategies + Proven ability to build and maintain strategic alliances and other high-level contractual relationships, determine key issues in a project or operational situation, involve the appropriate individuals and develop appropriate plans of action from multi-disciplinary perspective, lead professionals and manage others through influence and cooperation, communicate persuasively and effectively to wide range of internal and external customers, consistently make sound business and financial judgments, manage and function well within a complex reporting relationship, and satisfy accountabilities to a wide range of internal customers. + + Preferred Qualifications: + Professional certification such as a Certified Purchasing Manager (C.P.M.) preferred + Health care or retail experience preferred. + Master-s degree a plus.
