The Colorado Energy and Carbon Management Commission (CECMC) Orphaned Well Program (OWP) identifies, prioritizes, and addresses “Orphaned” oil and gas wells, locations, and production facilities for which there are no known responsible parties or for which financial assurance instruments have been claimed. If not addressed, these oil and gas locations have the potential to impact surface and groundwater resources, impair a surface owner’s farming or ranching activity, harm wildlife, discharge atmospheric Green House Gases (GHGs), or endanger the public. Activities include: plugging and abandoning wells; removing waste, equipment, and flowlines; investigating and remediating soil and groundwater impacts; installing safety equipment such as fences and signs; and, reclaiming well pads and access roads. Additional activities include providing timely tracking data to the various Local, State, and Federal agencies affected by or providing funding for the program to effectively demonstrate compliance with complex requirements that vary for each funding source. Description of Job This posting is only open to residents of the State of Colorado at the time of submitting your application. This Position is responsible to assist with design and field implementation of all phases and for ensuring that this work complies to the extent possible with CECMC’s Rules, Policies, and industry professional standards. In many situations, orphaned wells and sites do not meet current CECMC and industry standards because of lack of maintenance since the sites were operational or lesser standards that were in place at the time of construction. These projects often involve complex situations requiring development of new procedures to return the locations to conditions that are protective of public health, the environment, and wildlife resources. This Position plans, organizes and conducts field work on a variety of routine projects and projects with higher complexity requiring unique designs. For complex projects, policies, precedents, standards or practices exist, but they may be inadequate, and this Position is responsible for interpreting existing policy objectives and formulating specific tactical solutions unique to each project. These tactical plans require unique talents for this Position that are critical to the success of the OWP and the CECMC’s mission is to prevent and mitigate adverse environmental impacts. This Position manages field work with contractors to ensure conformance to the extent possible all local, State, and federal regulations including Davis Bacon and Related Acts when appropriate, federal grant requirements as well as CECMC Rules, standard industry practices, and bid specifications tailored to unique situations at each location. This Position monitors work flow, work quality, and budgets for multiple, concurrent Orphaned Well Program projects. projects in the Front Range and eastern Colorado.. Work includes response to and investigation of complaints related to orphaned sites, alleging impacts to public health, safety, welfare, and the environment. This Position also procures third-party consultants and experts to assist with site work. This Position has Stop Work Authority in the field for safety hazards, incidents, and out-of-scope work or quantities not previously approved (work requiring an “Emergency” Change Order). Many locations are remote, and timely, direct communication with a Supervisor may not be possible in emergency situations. This Position has authority to execute Emergency Change Orders when health, safety, environmental or wildlife impacts would result from a delay to seek Supervisor approval. Project Management, Contractor Oversight, and Field Collaboration with CECMC Staff : + This Position is responsible for field performance, work prioritization, and contractor scheduling. It approves scope and quantity changes in the field when work is in progress and reports project status and incidents to the OWP Regional Supervisor and the OWP Manager. This Position participates as a member of a collaborative problem-solving team to ensure that projects are prioritized and performed in a safe manner. + This Position is responsible for contractor procurement, writing project proposals and scopes of work, and reviewing bids and cost estimates. It prepares designs and specifications for various projects using standard templates, and when required based on the unique circumstances of some projects, this Position writes new procedures based on experience and professional judgment. This Position prepares reports, as required by the OWP Regional Supervisor and the OWP Manager, and in cooperation with other CECMC Staff. Field Inspections, Permits, and Plans : + This Position conducts field inspections of orphaned well locations, optimizing scheduling and execution for efficient and timely work. Collaborates with CECMC staff to ensure adherence to Work Unit procedures and policies. Coordinates with local, state, and federal agencies on orphaned site work that extends beyond CECMC's purview. + This Position performs field inspections of orphaned sites to identify potential concerns and inform pre-work planning. Documents changing conditions by entering detailed inspection reports with accompanying photographs and provides recommendations to the Regional Supervisor. + This Position contributes to the Orphaned Well Program's objective of ensuring public and surface owner safety at orphaned well locations until plugging, equipment removal, environmental remediation, and surface reclamation are completed according to CECMC rules.
