This position exists to design, implement and conduct ongoing continuous quality improvement of the early childhood components of Minnesota’s P3 Comprehensive Assessment System (CAS) in partnership with the Minnesota Department of Education and ensure alignment with the early learning standards or Early Childhood Indicators of Progress (ECIPs). The statewide P3 Comprehensive Assessment System (CAS) impacts local assessment of enrolled children from birth through third grade.
Responsibilities include:
+ Use research and stakeholder input to review and recommend ongoing improvements to the ECIPs and the early childhood components of Minnesota’s P3 Comprehensive Assessment System (CAS) and the preschool assessment tool specifically.
+ Coordinate meaningful data analysis to meet state, local, and federal reporting that will inform state level policy development regarding child outcomes PreK into Kindergarten.
+ Support districts in the use of the early learning standards and the collection, reporting and use of assessment data to inform local level decision- making and influence classroom instruction as they work to effectively implement the World’s Best Workforce legislation.
+ Facilitate training and technical assistance that ensures early childhood assessment training adheres to best practices for children in PreK programs and meets the needs of educational professionals responsible for implementing Minnesota’s Preschool Assessment.
+ Promote standards and assessment literacy in the early learning and birth through third grade work force throughout the state to support best practices and represent the Early Learning Services Division on standards and assessment-related initiatives between MDE, with other government officials, school boards and administrators, community stakeholders including Head Start and in partnership with colleagues in the Minnesota Department of Health and Human Services.
**Minimum Qualifications**
Minimum of 4 years of experience in an early childhood or related education field that demonstrates the following:
+ Knowledge of child development and the early care and education system.
+ Experience with child assessment measures, data analysis, and the use of data to guide decision making.
+ Experience working with children, families and/or communities representing populations that experience inequitable opportunities based on race, geography and/or dis/ability
+ Experience with training, technical assistance or supporting internal/external stakeholders
**Preferred Qualifications**
+ Experience with continuous quality improvement using EC or K-6 data (qualitative and/or quantitative) to improve programs or policies.
+ Experience applying educational standards and familiarity with Minnesota's Early Learning Standards
+ Knowledge of formative, play based assessment practices and how to appropriately use assessment results in educational programming decisions
+ Experience using data visualization software (e.g., Tableau, PowerBI)
+ Variety of experiences working effectively with others from different backgrounds and cultures
