Description of Job
Under the auspices of the Division of Local Government (https://dlg.colorado.gov/) (DLG), the Field Services work unit exists to provide technical and financial assistance to over 3000 local governments, and to help them access state and federal programs. Technical Assistance includes providing professional strategic consulting services on any and all issues statewide affecting local governments. Financial Assistance includes project development, contracting and contract monitoring to closeout of over 1000 open grant agreements and contracts, and distributing over $100 million dollars annually through competitive grant programs.
The Regional Assistant/Grant Specialist position exists to support the Field Services Team primarily in the implementation, management, monitoring, compliance, and closeout of multiple grant program contracts. This position also supports the Units of Local Government as a resource on project contract development and requirements. Secondarily, this position may support the Field Services team by working with other DOLA staff to determine local government needs regarding community development and help them achieve their goals by providing direct technical assistance, training, and grant monitoring.
The primary duties and responsibilities of this position include, but are not limited to:
Grant Management—Reporting & Payment Requests
+ Reviews project reports and reimbursement requests to ensure costs are eligible and backup documentation is complete and accurate.
+ Works with grantees to ensure an understanding of reporting and documentation requirements, and provides necessary technical assistance to grantees.
+ Prepares statutory violation ratification requests, if applicable, and other reports necessary and required.
Grant Management—Monitoring
+ Monitors projects, through either desk monitoring or on-site visits, to ensure satisfactory completion of grant contract requirements.
+ Analyzes obstacles preventing local governments from achieving project goals and formulates strategies to overcome obstacles.
+ Submits in writing to the grantee and Regional Manager any issues or findings, provides training if deemed appropriate, and provides necessary follow-up.
+ Maintains thorough and accurate documentation of all technical assistance and monitoring provided for each grant award.
+ Monitors timely completion of project contract and project performance.
+ Certifies project completion and compliance of grantee’s projects with contract requirements.
Grant Management—Statement of Project & Amendments
+ Develops statement of project, eligible expenses, budget, and performance measures for grant contracts in order to ensure consistency with intent of grant award.
+ Using approved program management guidelines, modifies contracts as necessary as situations arise requiring supplemental funding or changes in grant scope.
+ Obtains appropriate documentation for all changes from grantees, and maintains thorough and accurate documentation of all communications and changes proposed.
+ Monitors timely completion of project contract and project performance.
+ Notifies division’s contract staff of need to extend time of performance of contracts requiring contract extensions.
+ Analyzes obstacles preventing local governments from achieving project goals and formulates strategies to overcome obstacles.
Technical Assistance—Technical Assistance
+ Provides technical assistance to local governments requesting grant funding from the department’s financial assistance programs.
+ Analyzes applications to ensure eligibility and compliance with grant program requirements.
+ Ensures all project and financial information in the project application accurately reflects the local government project.
+ Develops comprehensive analyses of projects for advisory committee prior to hearings in order to assist staff, committee and Executive Director in making final funding decisions.
+ Tracks and documents proposed outcome measures of projects being funded for annual reporting purposes.
+ Trains existing and future grantees on grant contract requirements.
+ Works with the Regional Manager to provide other types of technical assistance in areas such as elected officials training, planning, personnel, facilitation, etc.
Other Duties
+ Provides assistance to the Regional Manager on projects, programs, or other work that requires additional assistance.
+ Attends meetings, workshops and conferences to network and promote the department's programs and services.
+ Collaborates with partnering agencies on projects that meet the department’s goals.
+ Provides assistance, where needed on other departmental priorities such as community event planning, Governor’s visits, special initiatives, etc.
+ Tracks and documents proposed outcome measures of projects being funded for annual reporting purposes.
+ Tracks and documents work involved for reporting purposes.

MINIMUM QUALIFICATIONS
Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position in grant administration, local government finance/budgeting, or community development experience.
OR
Education and Experience: A combination of related education in public administration, political science, planning, business management, grant writing/monitoring, program evaluation, nonprofit management, or a closely related field (as determined by the agency) AND experience as described above equal to six (6) years.

Conditions of Employment

+ No convictions within the last seven (7) years for Reckless driving; Vehicular manslaughter; Driving under the influence (DUI); Two (2) or more driving while ability impaired (DWAI) convictions; One (1) conviction related to bodily injury or death to another person as described in C.R.S. 42-4-239. + Travel – Ability to travel throughout the position’s assigned region(s) is required. Regular meetings will be held in Denver and across the state. Participation is expected. Travel also includes Disaster Assistance across the State when needed.
