Distribution Facilities Specialist
Summary Serves as a Distribution Facilities Specialist, in a pharmacy benefits management service organization's emergency pharmacy service division under the Great Lakes Consolidated Mail Outpatient Pharmacy (CMOP) is responsible for deployment of emergency caches of pharmaceuticals and medical supplies in response to national emergencies/natural disasters. Position is responsible for managing the maintenance of mobile pharmacy units (MPUs) and deploying with the MPUs for exhibits and during disasters. Responsibilities Major Duties: Manages material management functions for a distribution facility. Uses a wide range of well-established and commonly applied methods to provide activity-level warehouse services to support activity's administrative functions. Ensures site and methods for storage of specialty items are in accordance with established agency directives and procedures. Analyzes and evaluates work activities related to warehousing operations for compliance with regulations and policies. Distributes supplies in accordance with established workflows or job specializations and ensures timely distribution. Ensures Administrative Officer has appropriate receiving documentation for pharmacy recordkeeping. Coordinates timely shipments with the traffic manager, maintaining awareness of shipment dates. Determines suitability and utility of existing and proposed storage sites and facilities. Completes operational analyses of mobile pharmacy auxiliary vehicles and associated equipment. Analyzes and resolves operational problems of assigned equipment. Develops and maintains vehicle usage and maintenance records in accordance with agency standards. Participates in site visits to various agency treatment facilities to perform audits of and ensure proper storage, usage, disposal, and replenishment of cache program stock. Work Schedule: Monday- Friday, 6:00am-3:30pm, or at the discretion of the supervisor and the needs of the agency. Virtual: This is not a virtual position. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of a broad range of supply program relationships, principles, concepts, and methodologies in distribution facilities and storage operations. Provide technical advice and guidance to several cache sites concerning distribution and storage operations and related operating requirements. Knowledge of and related ability sufficient to maintain mobile pharmacy units before, during, and after deployments to emergency/disaster areas. Advises on storage space and weigh the impact of variables such as cost, existing policies and procedures, data-processing requirements, and other issues. Ability to Audit distribution, storage operations and search for and analyze information. Prepare entries for distribution facilities and storage records systems. Recommend actions to eliminate problems involved in delivering services or implementing policies as well as changes/improvements. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at the graduate level education (in excess of the first year, or 18 semester hours) and specialized experience to meet total experience requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Generally, the employee works in an office environment sitting at a desk, except during vehicle maintenance and deployments. Occasional/as-needed work within warehouses involves standing on hard surfaces for extended periods of time and bending, stooping, and working in tiring and sometimes uncomfortable positions; lifting and carrying items weighing up to 8 kilograms/40 pounds. Heavier items are moved with weight-handling equipment or with assistance from warehouse workers. During vehicle maintenance and deployments, the employee may be required to perform normal motor vehicle/truck maintenance activities.
