Director of Software Applications, Global Surveys

ICF is seeking a highly experienced Director of Software Applications to lead data management and digital survey implementation in support of the collection of demographic and health data through nationally representative population and facility-based surveys in low- and middle-income countries (LMICs). This role involves supervising technical staff, developing and supporting tablet-based data collection systems, training international teams, and ensuring high-quality data processing and analysis for large-scale population surveys.

The position is full-time and preferably hybrid, based in ICF’s Rockville, MD office in the Washington, DC metro area and will require 25%-30% travel to low- and middle-income countries.

Key Responsibilities

Supervise a team of full-time staff and regional consultants.

Contribute to the strategic direction of the data processing project components

Lead development of mobile data capture (CAPI) systems on both Windows and Android platforms using the CSPro software system

Strengthen the capacity of in-country IT counterparts and south to south consultants to develop and support mobile data capture systems

Train local field staff in mobile data collection, in collaboration with in-country implementing agencies

Monitor initial fieldwork activities and provide local and remote troubleshooting assistance to support mobile data collection

Work with subject specialists to produce standardized data analysis in CSPro

Prepare and check standardized data files prior to their release to the public via our website

Communicate throughout all stages of the survey process with other project staff, implementing agencies, donors, and other key stakeholders in a clear and timely manner

Basic Qualifications: 

At least a bachelor’s degree in computer science, mathematics, demography, public health, or a related field.

Minimum of 15 years of progressive experience in data collection, training, and analysis for large-scale population surveys in low- and middle-income countries.

Minimum 2 years of experience supervising technical staff

Expert-level programming skills in CSPro.

Willingness and ability to travel internationally up to 15% of the time

Preferred Skills/Experience

Familiarity with large scale datasets and survey methodologies.

Experience in public health or demographic research.

Proficiency in statistical software such as SPSS, SAS, or Stata.

Experience training large groups of adult learners.

Experience living or working in developing countries.

Proficiency in a second language such as French or Spanish

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$157,345.00 - $267,486.00
