The mission of Correctional Managed Care is to address the healthcare needs to underserved patient populations within the Texas Department of Criminal Justice (TDCJ) and the Texas Juvenile Justice Department (TJJD).
JOB SUMMARY:
To provide administrative and leadership expertise in the redesign, development, and management of UTMB Correctional Managed Care operations based on the identification, definition, and solution of systems problems through operations analysis and quality assessment. Reports to the Associate Vice President Outpatient Services, Correctional Managed Care.
ESSENTIAL JOB FUNCTIONS:
Contribute to the success of the UTMB Correctional Managed Care. Disseminates Manage Care principles and objectives in support of the UTMB Correctional Managed Care Organization within the designated geographical area, as well as throughout the state. Reports directly to the Associate Vice President Outpatient Services, to assist with operational decisions and the development and implementation of strategic long and short-term plans to assure fiscal growth, solvency, and accountability. Analyzes the performance (profitability and productivity) of the business operations and makes recommendations to the department administrator and discipline leaders. Will remain knowledgeable with regard to competitive strategies and capabilities of manage care health systems in free-world and correctional settings including benchmarking initiatives and project management. Actively supports the conceptual design and implementation of Correctional Managed Care operations through creative and visionary applications. Ensures that the design specifications satisfy the needs of UTMB Correctional Managed Care facility users. Prepares all cost reduction, operations improvements, business, and strategic plans for UTMB Correctional Managed Care. Evaluates services to maintain compliance with contracts. Provides leadership, training, coaching, counseling and operational guidance to all staff in health care service delivery, human resources, operational and financial management. Visits all facilities within a defined geographical area on a regular basis to ensure operational aspects of the healthcare system are being delivered in a timely and accurate manner. Also provides input and advice for improvements and follow-up on areas in need of improvement. Responsible for identifying and evaluating the need for new equipment, supplies, communication services, and information services for all program areas. Performs other tasks as required including, but not limited to, the preparation of reports/statistics relative to operational matters that may be required by the team(s) or executive management. Identifies appropriate internal controls for department; provides mechanisms to monitor and enforce compliance. Adheres to internal controls established for department. Performs related duties as required.SUPERVISION/RESPONSIBILITY:
Supervises senior practice managers and practice managers for assigned area. Level of decision making is subject to a broad set of guiding principle. Indirect supervision. Direct and indirect budget responsibility of approximately $20 million.KNOWLEDGE/SKILLS/ABILITIES:
Knowledge of health care administration, principles of management, team building and personnel management. Able to analyze complex situations and make responsible recommendations. Skilled in effectively facilitating and coordinating work activities and teams. Skilled in verbal and written communication. Computer literacy preferred. Skilled leadership ability.EQUIPMENT:

WORK ENVIRONMENT:
Work location to be determined at time of offer.
Standard office environment at UTMB's main campus or other CMC location. Security clearance is required; pre-employment drug testing is also required.
REQUIRED EDUCATION/EXPERIENCE:
Masters degree from an accredited college or university in Business or Healthcare Administration, and a minimum of five (5) years experience in administration or Correctional administration.PREFERRED EDUCATION/EXPERIENCE:
Eight (8) years experience in Correctional administration.Salary is commensurate with years of relevant work experience.
