This Human Resources (HR) leadership position will plan, manage, and oversee a comprehensive personnel and labor relations program for the Office of the State Auditor (OSA).
As the HR Director for the Office, you will have broad management responsibilities over the HR division and over the OSA's HR programs and activities, including planning, developing, overseeing and evaluating HR programs, establishing program goals and objectives, and setting priorities. Programs and responsibilities include but are not limited to:
+ OSA professional recruiting staffing and strategic workforce planning;
+ OSA compliance with labor contracts and plans;
+ OSA training and development programs;
+ OSA employee performance management;
+ OSA compliance with state and federal labor laws.
**Minimum Qualifications**
The following qualifications are required of all applicants seeking consideration for this position:
Five years of increasingly responsible levels of human resources experience.
_NOTE: A bachelor’s or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior, may substitute for one year of experience requirement described above._
Applicants who meet the above education/experience requirements will be further evaluated based on the following:
+ Strategic planning and vision skills tailored to meeting the evolving staffing needs of an organization.
+ Preparedness to serve in a leadership role, as well as to work collaboratively with staff at all levels.
+ Critical thinking and problem-solving skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.
+ Communication skills sufficient to explain sensitive, controversial and confidential information to employees, management and staff in a clear and concise manner, while adhering to data privacy laws and requirements.
+ Thorough knowledge of Federal and Minnesota statutes and regulations related to human resources.
+ Knowledge of and ability to interpret and administer collective bargaining agreements, handle grievances, monitor and track disciplinary actions and evaluate and assist with investigations of misconduct.
+ In-depth knowledge of compensation systems, staffing/complement management, performance management, FMLA and leave management.
+ Ability to receive and maintain delegation of authority from Minnesota Management & Budget (MMB) for Human Resources work in compensation, classification and selection.
**Preferred Qualifications**
A bachelor’s or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior.
Experience collaborating with executive leadership
Experience working in a public sector jurisdiction and/or union environment
Experience with successful recruitment of specialized professional-level employees in challenging markets
**Physical Requirements**
This position is defined as sedentary. This position will exert up to 10 pounds of force occasionally and or a small amount of force to occasionally to move and/or transport objects. A sedentary job is defined as one which involves being stationary (or sitting) most of the time. Jobs are sedentary if being active and moving from place to place is required only occasionally.
