Job Overview
This position manages and coordinates the ongoing preventative maintenance and demand services within the Facilities Department. Directs the physical plant emergency services for the facility as well as the procurement and installation of major physical equipment upgrades and expansion. Oversees the operations budget and expenditures.
Job Description
Minimum Qualifications:
1. Associates Degree and eight (8) years of progressively responsible experience in building physical plant management OR High school diploma or equivalent and ten (10) years of progressively responsible experience in building physical plant management.
2. Five (5) years in a supervisor role.
Preferred Qualifications:
1. Ten (10) years of progressively responsible experience in building physical plant management.
Duties and Responsibilities: The duties and responsibilities listed below are intended to describe the general nature of work and are not intended to be an all-inclusive list. Other duties and responsibilities may be assigned.
1. Oversees mechanical and all other operations of assigned primary machine spaces in a safe and efficient manner to provide all required services to support the hospital and assigned buildings/facilities.
2. Oversees mechanical and all other operations of assigned buildings/facilities.
3. Responds to all emergencies as required, including electrical and other utility losses; shut downs and /or other disaster situations.
4. Manages operations mechanics to ensure competent and quality service for Hospital operation. Provides technical assistance or direction as required.
5. Ensures the replacement and servicing of the electronic controls and fire alarm systems for assigned buildings/facilities.
6. Prepares schedules and assigns work as necessary. Ensures the accurate and timely updating of time cards and work records.
7. Provides ongoing technical and administrative training for mechanics as needed. Assesses performance and documents employee performance reviews.
8. Oversees the scheduling of hours off and weekend maintenance staff of the hospital and responds to all physical plant emergencies.
9. Administers financially the operating and capital budget and evaluates controls and results. Presents budget preparation to the Executive Committee for approval.
10. Reviews and monitors energy consumption; makes recommendations for procedures and policy changes as necessary to improve energy utilization. Ensures fair and accurate cost allocation for service. Stays current with new developments and applies new and efficient technology as advantageous for the institutions.
11. Solicits and negotiates all outside contracting services as required. Serves as liaison between contractors and hospital. Negotiates with local energy groups to acquire cost effective energy sources and design systems. Reviews, evaluates and makes recommendations for vendor proposals as requested.
12. Establishes goals and objectives and activities team. Maintains and implements policies and procedures regarding management, preventative maintenance, personnel and operations.
13. Conducts scheduled tours of the facilities and various machine spaces. Lists deficiencies and implements follow-up for corrective actions and/or repairs. Prepares reports and deficiency lists as required.
14. Ensures that inventory and materials are sufficient to meet the needs. Ensures that critical equipment and materials are sufficient to meet the needs of the facility and other machine spaces as required.
15. Prepares and maintains all documentation for JCAHO inspection and approval. Reports major safety hazards and violations and implements corrective action as appropriate.
16. Designs, oversees and performs special projects. Meets with and assists hospital engineers as required in the development and improvement of new systems and components. May also attend meetings with physical plant manager and staff as required to provide input and feedback.
17. Maintains collaborative, team relationships with peers and colleagues in order to effectively contribute to the working groups achievement of goals, and to help foster a positive work environment.
Physical Requirements:
1. Professional office environment with typical office requirements such as computers, phones, photocopiers, filing cabinets, etc.
2. This is largely a sedentary role, which involves sitting most of the time, but may involve movements such as walking, standing, reaching, ascending / descending stairs and operate office equipment.
3. Frequently required to speak, hear, communicate and exchange information.
4. Able to see and read computers displays, read fine print, and/or normal type size print and distinguish letters, numbers and symbols.
5. Occasionally lift and/or move up to 25 pounds.
Skills & Abilities:
1. Analytical skills necessary to develop testing and operational procedures for electrical and mechanical systems.
2. Judgment and assessment skills needed to make immediate decisions for corrective action on major plant problems.
3. Management skills to supervise plan and direct activities of mechanic staff.
4. Knowledge of inspection requirements for JCAHO, Boston Department of Public Facilities, Fire Department, Department of Public Safety and OSHA.
5. Broad technical knowledge base including pneumatic/electrical controls, computer building automation, HVAC, electrical distribution, generator set, plumbing and computer managed systems control equipment.

Goal achievement is typically accomplished through performance of direct and/or indirect reports. A role that directs a department or small unit that includes multiple teams led by managers and/or team Leaders. Responsibilities typically include: ownership of short to mid-term (1-3 years) execution of functional strategy and the operational direction of the Department, problems faced are often complex and require extensive investigation and analysis, and requires ability to influence others to accept practices and approaches, and ability to communicate and influence executive leadership.
