The Director of Emergency Management reports directly to the VP of Security, this role leads the strategic development and enterprise-wide implementation of the Emergency Management Program across all Markets, Submarkets, and sites—domestic and international. The position ensures full regulatory compliance with The Joint Commission (TJC), International Joint Commission, CMS, and other relevant emergency management authorities. This leader provides both short-term and long-term vision for emergency preparedness and response, overseeing organizational readiness for natural, human-made, or technological emergencies. 

 

A caregiver in this position works Monday-Friday 8:00am—5:00pm, with 24/7 on-call requirements.  

 

A caregiver who excels in this role will:  

Ensure interoperability and standardization of all Emergency Management programs for all Cleveland Clinic hospitals and non-hospital locations.    

Design and develop enterprise Preparedness Programs, specifically: Emergency Planning, Incident Command System (ICS)/ National Incident Management System (NIMS)/ Response Training, Exercises, After Action Reporting, and Corrective Action Tracking Programs. Also responsible for assessing the current preparedness initiatives and leading the advancement, design, and implementation of new formalized programs in each of these areas using National Standards set by Federal Emergency Management Agency. 

Manage and guide the organization’s response during actual and potential emergencies and functional exercises.  

Provide leadership, strategic direction, and expertise to direct reports, Cleveland Clinic executives, leaders, and caregivers for emergency management efforts in both planning and preparation before, during and post emergency response. 

Responsible for change management/leadership, governance, metrics and reporting all emergency management related topics.  Audits and check facilities and operational plans to determine enterprise state of readiness and takes appropriate follow-up actions with leadership. 

Participate in governmental information gathering, training and exercises on emergency preparedness and response planning, and then develops/implements training to a broad range of personnel from senior leadership to front line personnel. 

Serve as a company representative/ liaison with local, city, county, state federal, and international agencies and organizations. 

Manage staff and budget to achieve objectives and continually considers and identifies appropriate goals and objectives in this area. 

Identify and supports development needs plans with follow-up to ensure completion with results. 

Available and on-call to respond to emergencies that include working outside of normal business hours (nights and weekends). 

Travel as needed to support day-to-day operations and emergencies. 

Other duties as assigned. 

 

Minimum qualifications for the ideal future caregiver include:  

Master’s degree from an accredited institution in business, management, science, healthcare, or related field. 

Minimum of seven (7) years development and implementation of an organization's operations to include 2 years people management experience required.  

Must have a demonstrated knowledge of Joint Commission Compliance, HIPAA Compliance, CMS Compliance and Mass Casualty/Disaster Emergency Management. 

Must understand Facility Management Operations. 

Valid driver's license (VDL) required.
