Director Defense Personal Property Management Office

The primary purpose of this position is to serve as The Defense Personal Property Directorate (TCJ9) as the champion and advocate for DOD families in the relocation process. Responsibilities The Director is responsible for leading the organization and achieving DoD's vision for the Defense Personal Property Management Office to operate as an integrated, Departmentwide program capable of generating the year-round quality capacity and accountability required to meet the Department's relocation needs. Serves as the champion and advocate for DoD Families in the relocation process, and is accountable for integrating the operational, financial, contractual, policy, and IT aspects of the Defense Personal Property Management Office driving reform across the Department. Provides executive leadership, management, oversight, and direction through high-level supervisors/division chiefs to more than 85 assigned USTRANSCOM personnel supporting the Defense Personal Property Management Office mission responsible for developing policies, conducting analyses, providing advice, making recommendations, and issuing guidance on relocating personal property. Assures identification, execution, collaboration, coordination, and communication of critical Defense Personal Property strategic and operational priorities. Monitors and evaluates the progress of the organization towards meeting goals. Makes or recommends adjustment in objectives, work plans, schedules, and commits and adjusts resources as appropriate. As a senior civilian executive, participates in and/or chairs high-level meetings and leads strategic level briefings to Defense, Joint, and Service leaders across the enterprise. The Director is also responsible for providing executive oversight and direction to the more than 1,100 Service personnel assigned to Personal Property offices across the globe. The Director will: Develop business rules and supporting processes to improve the relocation process for DoD employees and their families. Inherent in this duty is the responsibility to collaborate with leaders in the Military Services and their family consumer representatives to understand key customer issues and posture the Defense Personal Property Office to contribute to the Department's broader quality of life and morale initiatives. Establish and oversee the management framework required to hold industry accountable for global moving and storage services. Serve as DoD's primary interface with the moving and storage industry. Develop strategic communications plans to help customers prepare for successful relocations, and to inform Defense Personal Property stakeholders (DoD personnel, Military Services, industry, and Congress) on broader Defense Personal Property Office reform initiatives. Serve as the requirements owner for all Defense Personal Property Office related acquisitions (transportation, storage, and IT), and provide recommendations and feedback on commercial capabilities and performance to the Component Acquisition Executive. Oversee development of enabling information technology systems and associated data and analytic capabilities and provide feedback to the Chief Information Officer on the performance of those enabling capabilities. Provide oversight for $2.5 billion in annual spending for commercial transportation and storage services for household goods and privately owned vehicles. Develop and oversee U.S. Transportation Command's budget for Defense Personal Property Management Office operations (personnel, IT, contracts, etc.). Inherent in this duty is the responsibility to provide transparency to Service bill-payers and provide the insights required to appropriately inform Service programming. Serve as U.S. Transportation Command's primary representative to OSD's Relocation Cross Functional Team, and collaborate with the military Service's personnel community to integrate personnel management and logistics processes within the personal property value chain. Draft and shepherd legislative proposals to improve the relocation process and enhance protections for Defense Personal Property Management Office customers. Develop and maintain an inspection program to ensure compliance with existing regulations and policies. Conduct regulatory and policy reviews and seek changes when required to improve relocation processes. Ensure Congressional defense committees are informed of program performance and proposed changes. Prepare and submit Congressionally mandated reports. Manage Defense Personal Property-related Congressional correspondence. Guide human resource experts in identifying human capital requirements (skills, training, etc) for the Defense Personal Property Management Office enterprise. Represent the Command at executive level meetings, conferences, meetings, and discussions with staff at multiple levels of government and other agencies. Superior strategic-level management of large, complex, and technically oriented logistics and transportation organizations to include all aspects of supply chain management, and personnel and materiel distribution. 2. Extensive senior-level knowledge in logistics strategy development with knowledge of various planning, scheduling and optimization systems, to include experience in integrating and synchronizing programs and activities across Federal government departments and private sector agencies. In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. Education Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired. SALARY: $165,216.00 - $207,500.00 per annum. (Air Force Tier 1) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary. This is a SES Career Reserved position and is assigned a precedence priority code of DV-6/ Brig Gen, Tier 1 for protocol purposes. Therefore, mobility is a condition of employment and appointed SES and DISES members will be required to sign a Reassignment Rights and Obligation Agreement.
