Job Overview
Develops,leads and manages the centralized procurement and compliance processes of the Authority, including serving as a Subject Matter Expert (SME) on the most effective approach for procurement of Goods and Professional Services and for Real Estate Development and Constuction projects. Leads and manages the Support Services team, related to support services being provided in an efficient and timely manner for the NJEDA, including planning, equipment and supplies for all Authority locations.Develops and executes department goals to support NJEDA business objectives; reviews and evaluates overall departmental performance, as projected by Plan. Establishes, communicates and tracks against key metrics, leads process improvement efforts and oversees special project planning and administration, and provides counsel to management, staff, and board members. Assists Managing Director in the management of the Authority’s procurement process and support services needs. ResponsibilitiesDuties
Daily Tasks and Responsibilities:
Manages and directs the Authority’s procurement process.Manages and directs the Authority compliance programs.Manages and directs the Authority’s Support Services team and processes.Projects:
Oversee and deploys policies and procedures for NJEDA procurements as well as necessary support services, and assures policies, practices and procedures comply with all State and Federal laws, executive orders, regulations, and guidelines. Coordination with Attorney General’s office and other state entities as required (including the Office of State Comptroller) for review and approval of final procurements.Goals and Objectives:
Manages procurements and needed support services and ensures both are provided in an efficient and timely manner.Builds, develops, measures and coaches members of direct report team to develop skills and behaviors to enhance performance. Sets staff goals and objectives and reviews staff semi-annually and annually against individual plans. Develops and implements a plan to meet the training needs and succession plan for team.Collaboration and Cross-Divisional Interaction:
Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer-focused work environment among department, NJEDA staff and external customers.Ensures department practices and processes comply with NJEDA policies and guidelines and are consistently applied.Builds, develops, measures and coaches members of direct report team to develop skills and behaviors to enhance performance. Sets staff goals and objectives and reviews staff semi-annually and annually against individual plans. Develops and implements a plan to meet the training needs and succession plan for team.Reporting Structure:
Reports to Managing Director – Business Services. Direct reports include Assistant Director, Manager, Teams leads for procurement and support services.Works independently to achieve Authority needs in job areas, with minimum supervision. QualificationsSkills and Qualifications
Technical Skills:
Knowledge of State and Federal laws, executive orders, rules, regulations, and guidelines governing procurement and vendor compliance and labor compliance.Possesses creative problem-solving abilities and ability to understand, negotiate, and craft complex contracts, understand labor law requirements and related to support needs of the Authority.Ability to develop, implement, and measure policies/procedures.Soft Skills:

Seven to ten years experience in the management of procurement and compliance functionsAt least five years of supervisory experience.Experience improving processes and measuring results preferred. Advanced degree or industry specific certification may be substituted for 1 year of experience
Education:
Bachelor’s Degree with an emphasis in finance, business, process/quality management, law or other related academic degree, and/or equivalent experienceSoftware/Tools Proficiency:
Knowledge of Microsoft office Suite, CRM, and centralized procurement software.NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.

Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
