Director, Strategy and Program Development
Title: Director, Strategy and Program Development The candidate will serve as a Senior Executive Advisor, Strategic Contracting and Program solutions supporting the management of an Air and Missile Defense (AMD) weapon system portfolio, Army, other Services, and OSD equities. This role spans the full acquisition lifecycle, integrating engineering, program control, testing, deployment, configuration management, production, quality assurance, and logistics. The candidate will play a critical role in coordinating multi-disciplinary efforts essential to major defense acquisition programs, as well as other-than-major systems and subsystems. Key stakeholders will include the Joint Staff, OSD, HQDA DAMO-Fires, Fires Center of Excellence, Army Futures Command, PEO Missiles and Space, DEVCOM, MDA, SMDC, other Services, and OSD. Activities include: Strategic Contracting & Acquisition Execution:Lead development and implementation of acquisition and contracting strategies that align with overarching capability delivery goals. Oversee contract negotiations, manage execution, ensure compliance with FAR/DFARS, and resolve contracting issues in coordination with government partners. Candidate will serve as a KBR Senior Executive Advisor for strategic development pursuits for Air and Missile Defense, Army Futures Command, Army Fires and appropriate subordinate commands and elements, as well as other DoD and/or associated Services. Candidate will develop strategic contract visions and plans and set objectives for new and existing government customers. Candidate will work with KBR Senior Leadership to develop and implement tactical action plans in support of combat developments, materiel development, HQDA integration, and modernization initiatives. Candidate will also serve as a liaison with other peers on cross-business unit opportunities. Program Integration & Oversight:Support cross-functional integration of program elements—technical, financial, logistical—to enable effective acquisition and sustainment of AMD systems. Balance cost, schedule, performance, and risk across portfolios. Drive technical excellence in contracting by setting program standards, working closely with technical teams, balancing risk, and delivering performance while challenging the status quo; Ensuring successful program execution by managing technology, safety, quality, schedule, and cost; Ensuring programs/projects are on schedule to achieve program milestones; Maximizing financial performance by forecasting and monitoring financial performance execution; Manage contracts planning, monitoring execution and resolving contract issues. Stakeholder Engagement & Governance:Collaborate closely with Army Staff (G3, G4, G8), PEO MS, FCoE, AFC, MDA, OSD, and other key stakeholders to support acquisition milestones, contract alignment, and programmatic decisions across Air and Missile Defense systems, as well as other systems and activities as necessary. Financial Stewardship:Drive financial performance by forecasting contract expenditures, monitoring execution, and identifying cost efficiencies. Provide data-driven insights for planning and resourcing decisions. Strategic Growth & Business Development:Serve as a KBR Senior Executive Advisor for AMD, MDA, Army and OSD business pursuits. Shape strategic direction, engage with new and existing government customers, and support solution development aligned to Army modernization priorities. Leadership Development & Mentorship:Contribute to the KBR Leadership Program through development and deployment of monthly training, mentoring, and enrichment activities designed to develop future leaders and improve retention and engagement. Team Leadership & Performance Management:Provide day-to-day leadership to a diverse team. Conduct quarterly performance reviews, set and track individual and team goals, and ensure task execution is aligned to organizational priorities. Candidate will provide strong leadership to a diverse team, including quarterly performance reviews, setting clear objectives and expectations, oversight of daily tasks/schedules, and verifying timecards. Candidate will work with team members to set individual and team goals that align with program objectives and organizational priorities. Progress will be monitored towards these goals and provide support and resources as needed to achieve them. Required Qualifications: + Clearance: Active Top Secret security clearance + Education: Master’s degree preferred, Bachelor’s degree required; 30+ years of experience in program management or strategic contracting within Federal Government and DoD environment + Certifications: + Level III Certification in Contracting + Level I Certification in Program Management + Experience and Skills: + Proven success in strategic contracting and acquisition support for PEO Missiles and Space and related organizations + Deep familiarity and established relationships with Army Staff (G3, G4, G8), key acquisition offices within and outside the Army + Hands-on experience with AMD Foreign Military Sales (FMS) contracting and execution + Strong leadership in planning, executing, and managing large-scale DoD programs + Excellent briefing and communication skills, with experience delivering content to senior Army and MDA leadership + Demonstrated ability to operate in high-tempo environments with competing priorities and diverse stakeholders Belong, Connect and Grow at KBRAt KBR, we are passionate about our people and our Zero Harm culture.
