Director, Stockpile Operations
**Job Description** Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). (Jacobs), and HII Nuclear Inc. **Responsiblities** The Director of Stockpile Operations reports to the Senior Director, Stockpile Experimentation and Operations, and is responsible for improving the efficacy and efficiency of facility operations at the NNSS for MSTS. Stockpile Operations is comprised of the following functions: high-hazard and nuclear operations including design authority engineering and associated functional areas. **Responsibilities** + Act as the primary contact and authority improving and integrating nuclear and high-hazard facility operations. Partners with internal peer organizations, the NNSA Nevada Field Office (NFO), NNSA’s program organization; National Weapons Laboratories, governmental and military agencies, regulators, and other stakeholders. + Oversee policies, procedures, and operations of NNSS nuclear and weapons-related high-hazard operations. + Establish and lead effective and efficient objectives, policies, and procedures for nuclear and other operations at NNSS which attract laboratory users to the site. + Oversee functional areas such as conduct of operations, conduct of engineering, operational readiness, procedures and records, nuclear material management, and issues management. + Responsible for Integrated Project Team efficacy for programs and projects under their purview. + Must embrace and model the company values and expected behaviors with a commitment to operational excellence. + Drive a continuous improvement mentality within areas of responsibility. + To position MSTS to assume new business opportunities, will have leadership responsibility to implement and coordinate efforts to find efficiencies, control and reduce the cost of operations at the site. + Lead a coordinated and integrated approach to meet NNSA/NFO and NNSA strategic initiatives for the programs, projects, and activities under their purview. + Coordinate functional capabilities through strategic planning to accomplish present and future missions. + Actively assist in defining technologies, competencies, and skills required to develop and accomplish services. + Ability dealing with ambiguity and conflicting priorities. + Anticipate risks and assures risks inherent in operations are identified, controlled, or mitigated. + Serve as an official company representative to partners, clients, industry groups, representatives of government and regulatory agencies, and the general public in the community of the establishment. + Promote and actively participate in integrated health and safety programs. Champion initiatives. Encourage and support employees' participation in health and safety initiatives. + Hold direct and indirect managers and individual contributors accountable to company policies, procedures, behaviors, and core values. **Qualifications** + Master's degree in a STEM related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience. + Demonstrated success operating within a complex nuclear environment including National Laboratory interfaces. + Demonstrated ability to lead and/or influence large organizations over 100 full-time equivalents. + Firsthand practical experience in Department of Energy/NNSA engineering, operations, readiness, assessments, and nuclear facility maintenance is desired. + Excellent verbal and written communication skills on technical and non-technical topics. + Ability to exercise clarity and directness in all forms of communication. + Innovative and have good problem-solving skills. + Ability to make sound decisions based upon limited information. + Demonstrated ability to negotiate creative and innovative solutions at the executive level from competing sets of interests and perspectives. + Demonstrated success as an enabling team member and partner for mission and mission facility operations. + Breadth of experience and ability to recognize, inspire and motivate others to perform well. + Ability to enhance productivity and performance through appropriate mentoring and training. + Ability to delegate. Ability to set expectations and to monitor delegated activities to closure. + The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. + Must possess a valid driver's license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.
