Duties Description *Applicants MUST submit a cover letter with resume to be considered.*This position will require in-office presence. Please contact Human Resources if you require an accommodation.BASIC FUNCTION:Management of all business process aspects and implementation of ESD programs overseen by the REDC statewide team to support the Regional Economic Development Council Initiative. Travel and on-site presence are essential functions of this role.WORK PERFORMED:• Plan, lead and manage the implementation of ESD and other state agency programs participating within the Regional Economic Development Council (REDC) initiative.• Manage all business process aspects and implementation of ESD programs overseen by the REDC statewide team. • Collaborate with state agencies to align programs participating in the REDC process to be consistent with the REDC initiative and statewide economic development priorities.• Participate in annual budget planning and development of the programs included in the REDC initiative to ensure adequate resources are in place to support the continued success of the REDCs.• Manage the administration of the Consolidated Funding Application (CFA) system between program staff and ITS to ensure the continued success of the CFA along with continuing to review the system to identify enhancements and meet the needs for new and existing programs.• Formulate near-term and long-range strategies for leveraging the CFA and other technology systems to meet business process and agency user needs.• Manage the coordination between ESD Regional Offices and State Agencies to execute the release of state agency programs and resources for the REDC initiative while continuing to drive and foster the standardization of business processes, as appropriate, to meet business needs for programs involved in the REDC initiative.• Provide oversight, training and supervisory responsibilities to the Deputy Director of Programs and Incentives, REDC Statewide • Provide guidance and strategy assistance to the Vice President of Regional Economic Development, Director of REDC Strategic Initiatives, and Deputy Director of REDCs on various programs to create a more efficient environment for external use and internal collection of metrics and other data.• Provide guidance and strategy assistance to the Vice President of Regional Economic Development, Director of REDC Strategic Initiatives, and Deputy Director of REDCS on program policy development, enhancements, and improvements to the REDC initiative.• Provide critical input, oversight and assistance to agency staff and ESD regional staff to ensure projects are being executed in a timely manner.• Coordinate directly with the REDC’s, Executive Chamber staff, state agency staff and the ESD Regional Offices. On-site presence is an essential function of this role.• Attend and represent ESD at REDC Related Events as well as market the CFA and ESD programs with stakeholders throughout the state. Occasional travel throughout the year may be required.• Other duties as assigned by supervisor.
Minimum Qualifications Education level required: Bachelor’s Degree in Business, Political Science, Government, Information Management or related field or an Associate Degree with 7 years’ experience. Experience required: 5 years relevant business experience including economic development and information management, plus supervisory experience.Knowledge/Skills Required: Excellent written and verbal communication skills. Strong organizational, problem-solving, and analytical skills. Demonstrated ability to manage multiple projects / tasks simultaneously, take initiative, and work independently. Familiarity with business, not-for-profit, and governmental agencies and general knowledge of New York State’s geography and economies. Strong attention to detail. Experience with Microsoft Excel and database management.
