Director, Liquidity Risk and Capital Risk Oversight

PenFed’s Financial Risk Management team within our Enterprise Risk Office (ERO) is hiring an experienced Director of Liquidity Risk and Capital Risk Oversight at our Tysons, Virginia location (hybrid), to lead and enhance independent review and effective challenge of liquidity risk, funding risk, financial forecasting and capital planning risks. This individual will play a critical role in providing oversight and assessing the adequacy of liquidity, funding and capital risk management, evaluate emerging risks and make recommendations to the first line function and senior audiences. This position will evaluate PenFed’s strategic and financial risks, presenting risk education topics, and preparing and presenting risk reporting materials at various committees. The incumbent will interact with and support interaction with PenFed’s regulators. This is not intended to be an all-inclusive list of job duties and the position will perform other duties as assigned. + Develop, enhance and execute risk oversight program, policies and procedures. + Assist the Head of Financial Risk Management in developing appropriate risk appetite levels and monitoring key risk indicators of liquidity and capital risk. + Monitor risk metrics and report independent assessment results to various committees. + Lead independent review of the first line liquidity risk management practices, including cash flow forecasting, intraday liquidity, funding strategies, liquidity risk monitoring and liquidity stress testing. Provide review memos and recommendations. + Lead independent review and validation of liquidity risk models, assumptions and results. + Assess the adequacy of the Contingency Funding Plan, including scenario design, funding levers, operational readiness and risk escalation protocols. + Provide deep-dive effective challenge to the Financial Plan and the Capital Planning stress testing practices. + Stay abreast of regulatory requirements and work with internal teams to monitor and ensure compliance of regulatory requirements. + Prepare and present findings, recommendations and emerging risks to ALCO and ERMC committees and senior management. + Lead audit and exam engagements related to liquidity, funding and capital risk management. *This role is responsible for ensuring business continuity. * Qualifications Equivalent combination of education and experience is considered. + Master’s degree in finance or related field required. + Minimum of twelve (12) years of experience in financial institutions and five (5) years in liquidity risk management, capital risk management, treasury, ALM and risk management + Minimum 4 years of direct management experience + Strong knowledge of liquidity risk and capital risk requirements, stress testing methodologies, balance sheet management and the Capital Planning Stress Testing process + Experience in developing risk frameworks and influencing senior-level stakeholders + Experience in interest rate risk, fund transfer pricing and financial planning & analysis + Excellent analytical, problem-solving, and communication skills + Experience in documenting and delivering effective challenge to the first line partners. + Ability to build strong relationships with internal and external key stakeholders and influence risk management decisions. + Experience with model construction, testing, validation, and use, as well as model risk mitigation. + Expertise creating policies and procedures codifying best practice risk management. + Familiarity with risk framework and processes at financial institutions. Supervisory Responsibility This position will directly supervise employees. Licenses and Certifications There are no additional certifications required. Work Environment While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise. *Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds. * Travel Ability to travel to various worksites and be on-call will be required.
