Basic Purpose/Accountabilities:
The Director, IT Asia Commercial is responsible for driving business value and performance of Digital IT solutions for the Commercial organization across Asia. This role offers the opportunity to work across various areas including Global Trading, Global Scheduling, Global Logistics, Global Commercial Risk, Commercial Trade Compliance, Global Market Analysis, and Commercial Finance. The role is critical to maximizing general interest profitability through leveraging digital transformation within the Phillips 66 environment.
This position leads the IT team based in Singapore with global system and process responsibilities and manages the team’s provision of both day-to-day operational support for the applications portfolio and delivery of Digital/IT driven projects.
Primary Responsibilities:
+ Develop and execute Digital IT strategy to support Singapore business growth.
+ Build and prioritize business demand to delivery rapid business outcomes through data analytics.
+ Develop talent and provide learning and development opportunities.
+ Proactively advocate for digital innovation and continuous transformation through active stakeholder engagement.
+ Ensure 24x7 operational excellence and sustainability of key Commercial systems.
+ Build and maintain strong partnerships within the Commercial businesses leads, internal global IT organizations, software vendors, managed service providers, and technology consultants.
+ Act as IT Business partner with the business unit leadership team.
+ Lead infrastructure engineering, data analytics and engineering, DevOps, and S/4 HANA HVC team members.
+ Serve as local change agent for the implementation of global systems and processes.
+ Champion for system strategies (e.g., ETRM, Trade66).
+ Own change management involving system or process changes and communicate with cross-functional stakeholders.
+ Liaise with front-office, mid-office, and back-office teams to understand business needs and implement solutions.
+ Collaborate with the Agile Enterprise Services team.
+ Drive consistency through a close partnership with the Trade Support organization.
+ Understand business processes end-to-end, measure business contribution of enabling systems, and initiate improvements.
+ Mobilize project teams and execute project plans, ensuring transparency on progress.
+ Manage local IT vendor relationships and contracts.
+ Ensure IT initiatives are clearly connected to business results.
+ Ensure systems and processes comply with IT policies and procedures.
+ Manage overall BU IT budget and annual budget planning.
+ Hold appointment of local DPO (Data Protection Officer under PDPA.
Required Qualifications:
+ Bachelor’s Degree
+ 5+ years of experience in deploying/supporting digital technology solutions, creating/implementing strategy, and/or project planning and delivery.
+ Experience in data and/or AI technologies, tools and platform such as data engineering, data analytics, data visualization.
+ Strategic thinker with business acumen and analytical skills with ability to understand business needs, challenges, and opportunities to translate them into products/solutions.
+ Effective communication and presentation skills.
Preferred Skills
+ Bachelor's degree in Computer Science, Management Information Systems, Engineering, or Related IT field.
+ Relevant Oil & Gas or technical industry experience, especially Commercial and/or Logistics.
+ Strong understanding of commercial contracts for physical oil & gas commodities.
+ 5+ years of experience with IT infrastructure, application experience, and/or project delivery.
+ Experience with modern application development processes.
+ Strong collaboration and stakeholder management skills.
+ Build and maintain effective relationships with internal and external stakeholders.
+ Ability to present ideas and influence others.
+ Articulate the vision, value and roadmap to various audiences including senior leadership, business partners and end users.
+ Innovative and continuous improvement mindset.
+ Self-motivated and results-oriented with strong problem-solving and analytical skills.
+ Ability to create an inclusive environment.
+ Previous front-line supervisory experience.
