**Job Summary**
Provides strategic financial leadership for **University Connected Learning ( UCL )** , collaborating closely with UCL leadership and the Office of the Senior Vice President for Academic Affairs, including the Senior Vice Provost of Enrollment Management, to develop long-term financial plans aligned with the University’s **activity-informed budget model** . Reviews UCL’s financial structure and incentive models, offering expert input on funding allocations, redistributions, and long-term sustainability. Leads organizational restructuring initiatives at both departmental and university service levels to enhance operational efficiency. Conducts detailed salary and staffing analyses to support UCareer transitions.
Maintains comprehensive oversight of UCL budgets, ensuring funds are used in alignment with UCL strategic priorities and university policy. Supports the development and implementation of administrative programs and special projects. Performs in-depth analysis of organizational policies, staffing models, workflow efficiency, and data management to inform operational planning and policy development.
Manages a team of finance professionals responsible for accurate financial reporting and forecasting across UCL units, promoting accountability and alignment with strategic goals. Collaborates with university stakeholders to implement and sustain financial policies and best practices that enhance operational integrity and transparency within UCL , ensuring compliance with university policies and supporting all budget-related activities. Builds strong partnerships with the central budget office and other institutional stakeholders. Prepares and delivers financial reports, budget forecasts, and variance analyses to UCL leadership.
**Responsibilities**
1. **Strategic Financial Planning**
2. Collaborates with UCL and Academic Affairs leadership to develop long-term strategic financial plans in alignment with the **activity-informed budget model** .
3. **Financial Structure & Incentive Model Evaluation**
4. Reviews UCL’s financial framework and incentive structures; provides strategic input and partnership in planning for future funding allocations and potential redistribution or recapture of UCL funds.
5. **Organizational Restructuring & Operational Efficiency**
6. Develops proposals for organizational restructuring at both departmental and university service levels. Conducts salary and staffing analysis to support UCareer changes and enhance operational efficiency.
7. **Supervisory Oversight**
8. Provides leadership and guidance to UCL administrative officers with financial duties, ensuring compliance with university policies and procedures while supporting budget-related activities.
9. **Cross-Functional Collaboration & Reporting**
10. Fosters strategic partnerships with the central budget office and other institutional units to advance UCL’s mission. Leads communications and liaises with the Office of Budget & Planning and Institutional Analysis. Prepares and submits financial reports, budget forecasts, and variance reporting for UCL leadership.
11. **Budget Oversight & Alignment**
12. Maintains rigorous oversight of UCL budgets, ensuring funds are allocated and expended in accordance with UCL’s strategic goals and university mission, along with university policy.
13. **Program & Project Support**
14. Supports the analysis, planning, and implementation of administrative programs and special initiatives within UCL .
15. **Organizational and Policy Analysis**
16. Conducts comprehensive analysis related to planning, policy development, work methods, staffing utilization, organizational structure, workflow distribution, and information management.
17. **Finance Team Management**
18. Manages a team of finance professionals responsible for financial reporting and budget forecasting across UCL units, ensuring compliance, accountability, and alignment with strategic goals.
19. **Implementation of Financial Best Practices**
20. Partners with relevant university stakeholders to implement and sustain financial policies and best practices within UCL operations.
**Minimum Qualifications**
Bachelor’s degree in Business Administration, Health Care Administration or related area, or equivalency (one year of education can be substituted for two years of related work experience); eight years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communications skills required.
