Duties Description The incumbent of this position will report to the Data and Policy Analysis Unit within the Office of Disaster Recovery Programs. Duties include but are not limited to the following: • Develops and maintains knowledge of all applicable State and Federal laws, rules and regulations relating to recovery programs and grant administration. Acts as a resource and shares knowledge and expertise with subordinate staff, internal/external agency stakeholders and applicants. • Collects, analyzes, and applies disaster data, guiding mitigation efforts to align with needs. • Tracks the progress of Public Assistance and Hazard Mitigation projects to determine risks and needs. • Researches and shares recovery information and program guidance with local, regional and state entities. • Assists with the development of program and implementation strategies for declared and non-declared disaster events and supports operational needs. • Liaisons with state, local and county entities, and supports recovery activities in the unit. • Writes status reports, program and financial letters keeping DHSES leadership updated on assigned projects. • Compiles data and responds to inquiries and formal requests from FEMA, state entities and applicants. • Completes special projects as assigned. • Performs other duties as assigned. • Supports and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters. • Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. • Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.**DHSES Program Administrator level requirements:DHSES Program Administrator Trainee 1 (equated to SG-14) - 4 years of qualifying experience*DHSES Program Administraitor Trainee 2 (equated to SG-16) - 5 years of qualifying experience*DHSES Program Admin 1 (SG-18) - Six years of qualifying experience*Substitution: An associate degree can substitute for two years of qualifying experience; a bachelor’s degree can substitute for four years of experience; a master’s degree can substitute for five years of experience; and a doctorate can substitute for six years of experience.*Qualifying experience must be in one or more of the following areas:• Administration of federal, state or locally funded grant programs• Preparing and processing applications for disaster mitigation/recovery projects• Processing requests for grant project payments and performing financial reviews required for final payment• Damage assessment and identification of appropriate assistance funding programs• Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies REASSIGNMENT/TRANSFER:Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a DHSES Program Admin 1, Trainee 1, Trainee 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 11 and eligible for transfer under Section 70.1, 70.4 or 52.6 as appropriate of the Civil Service Law.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
