The Payload and Ground Systems Division (PGSD) has an immediate need for a Sub-Project Manager (SPM) in the ground systems Software (SW) Configuration Management (SCM) area in support of two large SCI/restricted programs.  These programs include the sustainment of several mission-critical and operational SW product lines as well as the development of new capabilities as coordinated with the Customer.

As the Configuration Management Sub-Project Manager (SPM), you will:

Manage a team of approximately 12 SW engineers and configuration analysts Develop, implement and optimize configuration management processes across the programsPlan, establish and manage SW configuration baselinesSupport compliance with the Configuration Management plan, focusing on planning, identification, change management, status accounting and verification & audit proceduresDevelop requirements for CM tools used to implement and manage change management processes, integrating with issue tracking systems and continuous improvement activitiesPartner with other Sub-Projects to identify configuration items, manage releases and changesProvide detailed metrics to support data-driven decision making and continuous process improvementFacilitate and support Change Management BoardsConduct and support internal configuration auditsServe as a Subject Matter Expert for CM processes, providing guidance when processes need modification or clarification

Basic Qualifications:

A minimum of 8 years of relevant experience with a Bachelor's degree; 6 years of relevant experience with a Masters' degree; 3 years of relevant experience with a PhD; an additional 4 years of experience in lieu of degreeCurrent SCI access or current DoD Top Secret clearance with the ability to obtain SCI access prior to start dateClear understanding of the role of the SCM team on a software project and the processes and requirements for successStrong written skills with proven ability to document and maintain procedures used by the CM organizationExperience leading a team of SCM professionals, including software engineers and configuration analystsExcellent leadership and interpersonal communications skills, with the ability to interface with all levels of employees and managementProven track record in process development and leading program or organizational change management initiativesAdaptability and excellent prioritization skills in a dynamic environment

Preferred Qualifications:

Degree(s) in STEM discipline(s)Previous CAM experience with ability to use EVMS to manage cost, schedule, and performanceExperience working with internal and external customersFamiliarity with Agile/DevSecOps processes/tools and, Atlassian tools and virtualized, cloud-based architectures with Scrum Master and Product Ownership experience highly desirableInfrastructure as Code (IaC) automation experience with Ansible/Bamboo/GIT toolsFive or more years of previous management experience as a Deputy SPM or Technical LeadPrevious Mission One experience is a plus

Salary Range: $156,500.00 - $234,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
