Designated Person Ashore (DPA)

Our Client is a leading listed Shipowning Company.

For their exponentially growing operations, they are looking for a Designated Person Ashore (DPA) | Maritime Safety & Compliance Leader to join their team and play a critical role in ensuring the safe, compliant, and efficient operation of managed vessels. This is a senior, high-impact position directly aligned with the ISM Code, acting as the vital link between shore-based management and shipboard operations.

In this role, you will report independently to top management and lead our commitment to safety, environmental protection, and operational excellence through the effective implementation and oversight of our Total/Technical Management System (TMS).

Your Responsibilities:

TMS Leadership & Compliance

Oversee the implementation and continuous improvement of the company’s Total/Technical Management System across the fleet. Ensure alignment with the ISM Code and all relevant maritime legislation and standards. Develop and maintain company-wide policies and procedures for vessel operations. Lead internal audit programs, training auditors, and coordinating all shore-based and shipboard audits.

 

Communication & Reporting

Serve as the primary liaison for vessel Masters on all safety and environmental matters. Maintain direct access to the General Manager, providing regular reports on TMS performance and areas for improvement. Ensure transparent reporting and effective communication across all safety and compliance matters.

 

Incident & Audit Oversight

Lead investigations into incidents, near misses, and non-conformities; ensure root causes are addressed and corrective actions are implemented. Manage controlled documentation and ensure all procedural updates and distribution are properly maintained.

 

Continuous Improvement & Risk Monitoring

Chair the Management Review Committee and drive follow-up actions from meetings. Monitor regulatory changes in health, safety, environmental, and quality standards. Promote a culture of safety, proactive reporting, and accountability among crew and staff. Schedule and supervise drills, audits, inspections, and TMS reviews.

 

Emergency Preparedness & Documentation

Actively participate in the company’s Emergency Response Team. Maintain the official manual set and ensure all external audits, surveys, and document controls meet compliance standards.

 

Escalation & Advocacy

Please escalate any concerns where vessel Owners or company leadership don't provide the necessary support or resources for TMS implementation.

 

Your Profile:

Educational Background: Bachelor’s degree in Shipping, Marine Engineering, or a related field (required); Master’s degree or seagoing experience is a plus. Experience: Proven expertise in maritime safety management systems and ISM Code implementation. Knowledge: Strong grasp of international/national maritime regulations, audit frameworks, and vessel operations. Skills: Effective communicator, organizer, and leader with excellent English fluency and IT proficiency.

 

Reporting Line:

This role reports directly and independently to the General Manager or the company’s highest level of management, in full alignment with the ISM Code.
