Job Description:

Parsons is seeking a highly experienced Deputy Program Director with a successful track record in the delivery of mix-use Assets construction projects. The selected candidate will lead every phase of the project lifecycle, ensuring timely, budget-conscious, and technically sound execution aligned with contractual and quality expectations.

hat You’ll Be Doing:

Serve as the Company’s Project Director for Mix- use buildings developments, leading multidisciplinary teams including architectural, structural, MEP, façade, vertical transportation, and specialized subconsultants.

Oversee end-to-end project execution—from design development and authority approvals to procurement support, construction oversight, and final handover.

Provide leadership in resolving complex technical and logistical challenges specific to vertical construction, including structural core design, high-performance façades, MEP coordination in constrained vertical shafts, and compliance with fire/life safety codes.

Develop and manage the Project Execution Plan (PEP), Safety Plan, QA/QC procedures, stakeholder communication matrix, and other governance documents.

Lead interface and coordination with client representatives, contractors, and relevant authorities, ensuring full alignment with project goals, milestones, and budget controls.

Supervise internal team and subcontractors, allocating tasks based on team strengths and project needs. Conduct regular performance reviews and coaching.

Collaborate with business development teams for strategic client engagement and future project opportunities, especially within the high-rise and mixed-use urban development sector.

Review and validate project deliverables such as schematic design, detailed design, construction documents, tender evaluations, and construction progress reports.

Lead project meetings with stakeholders, resolve escalated issues, and monitor project KPIs including cost, schedule, quality, and risk.

Manage change orders, claims, and variations while ensuring transparent documentation and client communication.

What Required Skills You'll Bring:

Bachelor’s Degree in Civil Engineering, Structural Engineering, or Architecture. Master’s degree is a plus.

20+ years of experience, including significant leadership roles on high-rise towers , skyscrapers, or large mixed-use vertical developments.

Professional Registration (PE, RIBA, Chartered Engineer, etc.) is mandatory.

Demonstrated expertise in design management, construction interface, and stakeholder coordination in high-density urban environments.

Must meet Parsons’ project management certification standards.

What Desired Skills You'll Bring:

Proven leadership on giga or mega-scale urban tower projects in the Middle East or similar high-growth environments.

In-depth knowledge of high-rise construction practices, building systems integration, vertical logistics, and fire/life safety compliance.

Experience in liaising with regulatory authorities for high-rise permitting and compliance.

Strong commercial acumen and contract administration experience on design-bid-build and design-build models.

Excellent communication skills with the ability to manage diverse teams and complex client requirements.
