Deputy Enterprise Architect
Job Summary: The Deputy Enterprise Architect will play a key leadership role in establishing and evolving the Enterprise Architecture (EA) function for the State of Maine. This role will own the implementation and operationalization of the strategy, frameworks, roadmaps, and designs that are produced by the lead Enterprise Architect. The role requires a strong blend of technical expertise, strategic thinking, and stakeholder engagement skills to drive digital transformation and IT governance. Principal Duties & Responsibilities: · Leads the operationalization of the strategy, policy, architecture, and frameworks set forth by the E.A. · Consumes the pre-event solutioning required to help maintain the integrity of the ARB event as a forum to dispense of work, not as a working session to solution · Owns solutions on behalf of State employees during ARB events, efficiently presenting solution merits in alignment with facilitation guidelines; leveraging repeatable patterns (when available), and generally modeling what good looks like · Co-manages the ARB demand intake process with the ARB Coach, owning the technical aspects of incoming requests · Collaborates with business and IT leaders to understand strategic objectives, capabilities, and technology requirements · Helps develop and maintain enterprise architecture artifacts, including reference architectures, roadmaps, principles, and guidelines · Provides guidance on application, data, technology, and security architectures to enable effective decision-making · Leads enterprise architecture assessments, identifying gaps and opportunities for technology optimization and innovation · Stays abreast of emerging technologies, industry trends, and best practices to inform enterprise architecture initiatives · Coaches State E.A. team members, contributing to the development of enterprise architecture competencies within the organization Education & Experience: · Bachelor's degree in computer science, Information Technology, Business Administration, or a related field · Minimum of 7 years of experience in IT architecture, enterprise architecture, or related roles within government or large organizations · Minimum of 5 years of experience in management consulting, ideally with one of the Big Four consulting firms – i.e., Client, PwC, EY, and KPMG · Experience in leading or supporting enterprise architecture functions, frameworks (TOGAF, Zachman, etc.), and methodologies · Experience in state government IT environments, digital transformation, and legacy system modernization preferred · Experience interacting with and advancing Agile Scrum delivery models Skills & Competencies: · Strong understanding of enterprise architecture domains: business, application, data, technology, and security · Familiarity with cloud computing, cybersecurity, microservices, APIs, and modern IT infrastructure · Excellent analytical and problem-solving skills, with the ability to assess complex IT environments and recommend strategic improvements · Effective communication and stakeholder management skills, with the ability to translate technical concepts into business language · Knowledge of IT governance, compliance, and regulatory frameworks applicable to state government IT · Ability to lead architecture initiatives, facilitate discussions, and drive consensus among diverse stakeholders · Enterprise Architecture certification (e.g., TOGAF, ArchiMate) is a plus
