Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.The Department of Financial Services (DFS) is seeking candidates for the position of Deputy Director of Public Safety (Special Assistant) within the Department’s newly established Office of Public Safety based in New York City. The primary responsibility of this role is to oversee and coordinate Department-wide security functions with focus on identifying and mitigating potential risks and threats to staff and coordinating resource deployment to support protective operations. The incumbent will also oversee intelligence risk assessment, workplace security, emergency preparedness, and the agency’s security policy.The duties of this position include, but are not limited to, the following:• Oversees and coordinates assignments for protections details including advance work, site and threat evaluations, and safety assessments, and identifying equipment, personnel and training required for each function;• Supervises field assignments and travel when required and as needed;• Manages administrative matters including scheduling, time sheet verifications, expense account auditing, official vehicle usage monitoring, and overtime approvals;• Conducts annual performance evaluations of subordinates;• Establishes and oversees Department’s proactive intelligence and workplace security programs;• Establishes and oversees Department’s emergency preparedness program;• Develops and implements Department’s security policies;• Develops, nurtures, and maintains meaningful relationships with law enforcement partners (e.g. U.S. Secret Service, the Division of Homeland Security and Emergency Services, Federal Bureau of Investigation, New York State Police, and New York City Police Department); and• Other appropriate and occupationally related duties as assigned.Please note that performance of the duties may require frequent, unscheduled work on evenings and weekends and requires 24/7 availability.
Minimum Qualifications Preferred Qualifications• Possession of a current NYS basic police school certification, peace officer certification or be able to attain its equivalent, and have the ability to drive a vehicle and possess a valid NYS driver’s license. The Public Officer’s Law requires that peace officers at the DFS be citizens of the United States and reside in New York State. • At least 10 years of law enforcement experience with a demonstrated record of success in dignitary or executive protection (i.e., qualified candidates will have military or private sector experience with “in-close” protection, or private sector experience in the areas of site security, threat/risk assessments, experience coordinating operations between government agencies or nongovernmental organizations or private sector entities).• Ability to maintain of a state of situational awareness and physical readiness to appropriately respond to any protection needs.The ideal candidate would also possess the following:• Trained and certified in dignitary/executive protection.• Experience conducting protection operations ensuring the security of high-level officials.• Experience in threat assessment, protective intelligence and logistical security planning and travel.• Experience conducting surveillance.• Experience facilitating interactions with law enforcement agencies on the federal, state and local levels.• Experience leading team operations.• Having established contacts within the law enforcement community serving the greater New York City metropolitan area.Appointment Method:This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
Additional Comments Please note that a change in negotiating unit may affect your salary, insurance and other benefits.Salary: $103,870 - $131,298 (salary commensurate with experience)Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.Appointment Status: This is an appointment to a position in the exempt jurisdictional class.Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
