Job Description
The Iowa Department of Transportation is seeking a strategic and results-driven Executive Officer 4 to serve as theDeputy Director for Business Administrationfor the Field Operations Division! This leadership role is integral to the Division Director’s Management Team and will oversee critical administrative functions including facilities, equipment, budget, and staffing coordination across six districts. This key role will get to work with a wide variety of staff supporting oversight on multiple programs, which requires someone who is going to support and promote our mission: Making Lives Better Through Transportation and five CORE values:Safety First, People Matter, Customer Focused, Servant Leadership, and Integrity Without Exceptionthrough every action and interaction they will have in this role.
In-office attendance at the Ames Complex is required for the 40 hours per week schedule and occasional overnight travel may be required.
As Deputy Director for Business Administration , along with your guidance and management of critical processes and procedures, your duties will include :
+ Facilities Oversight:Lead the intake, evaluation, and prioritization of facility improvement requests across 100+ garages and district buildings. Collaborate with internal teams to ensure safe, efficient, and compliant facilities.
+ Budget Management:Manage the division’s operational budget, monitor financial performance, and implement cost control measures. Provide financial analysis and reporting to executive leadership.
+ Equipment Planning:Coordinate equipment replacement plans and justify new equipment needs. Ensure alignment with operational goals and budget constraints.
+ Operational Strategy & Staffing:Solve complex operational problems, support emergency preparedness, and guide strategic staffing decisions. Promote continuous improvement and performance management.
+ Executive Support:Represent the Division Director in meetings, compile reports, and provide data-driven recommendations for operational enhancements.
The ideal candidate will possess exceptionally strong oral and written communication skills, with the ability to effectively present information to diverse audiences. They will demonstrate a keen ability to analyze data from multiple sources, evaluate complex information, and develop well-informed recommendations. This role requires someone who can think critically, communicate clearly, and adapt messaging to suit various stakeholders.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
+ Graduation from an accredited four-year college or university with a degree in any field, and experience equal to six years of full-time professional-level work in program administration, program development, program operations, or management.
+ A total of ten years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
+ All of the following (a, b, and c):
+ a.) Four years of full-time professional-level work experience in program administration, program development, program operations, or management; and
+ b.) A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
+ c.) A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
+ Current, continuous experience in the state executive branch that includes one year of full-time work as an Executive Officer 3 or two years of full-time work as an Executive Officer 2 or comparable specific management-level position.
