Position Overview and Responsibilities: The Deputy Chief of Quality Control provides professional services for the Division of Real Estate's Bureau of Building Construction serving as a Projects Manager over Fixed Capital Outlay (FCO} construction projects from inception of planning and design through completion of construction and classified as projects of high complexity or specialized project delivering methods. This position supervises the Quality Control & Design/Review section. Specific duties are: Supervision: Processing employee performance evaluations and review of work-related performance. Addresses employee performance issues promptly and uses corrective action to resolve performance problems. Recommends disciplinary action if necessary and provides recommendations for training and continued education. Works with Division Human Resource Liaison to document performance related issues. Performs employee Performance Planning and Review within designated time periods in accordance with DMS procedures. Supervises subordinates, reviews, and approves time sheets, purchasing card procurement documentation. Trains and evaluates employees on job safety awareness, hazardous materials, proper care and use of equipment, periodic review of policies and procedures to reinforce DMS directives and policies. Ensure subordinates receive the required training when appropriate approvals and funding have been acquired. Ensure leave requests are submitted and approved in accordance with established DMS rules and procedures. Advising and assisting client agencies by providing recommendations as to equipment for their buildings and facilities and providing consulting services to other State agencies. Assist in the preparation (when requested), review, evaluation and recommendation of Fixed Capital Outlay requests submitted by other State agencies. Assist the client agency or design professional in the preparation and development of the project program which serves as the descriptive document establishing project scope. Review, evaluate and approve project programs for assigned projects, ensuring that the defined scope can be achieved within budget limitations and is in accordance with established design guidelines and space standards. Participate in the Selection Committee that selects qualified professional firms and individuals for service in planning and/or design of assigned projects. Assist in negotiation of professional contracts for projects. Represent the Division at project planning conferences to ensure the project is being developed realistically under existing construction methods and budget limitations. Participate in and chair meetings with architects/engineers and client agencies to ensure the sound development of projects. Analyze and review design submittals for program compliance, functional soundness, aesthetic appropriateness, efficiency and effectiveness and compliance with design review requirements. Liaison with all federal, state, and local agencies for compliance with applicable requirements. Conduct formal bid openings, receiving bids from qualified contractors. Analyze and review the architect's/engineer's recommendation for award of bid for construction contracts. Coordinate award of contract and issuance of notice to proceed to contractor. Review drawings and specifications of projects under construction for desirable changes or corrections for current and future projects. Chair the initial construction conference with architects, engineers, contractors, subcontractors, client agency representatives and other interested parties. Review and maintain project budgets to ensure the project is developed within available funding. Prepare the initial project schedule and follow the architect's or engineer's design development, coordinating schedules in conjunction with the design professional and ensure that deadlines are met on schedule. Confer with parties concerned, as problems occur, to recommend and pursue solutions and secure follow­ up assistance as required to monitor project schedules. Evaluate the design professional at the completion of each design phase and during construction. Provide consultant services in his area of expertise and disciplines to the Department and other agencies of state government. Review requisitions for payment to architects, engineers, contractors, testing laboratories, and others furnishing services during design and construction. Review change orders for completeness and recommend approval of change orders, substitutions of materials, equipment, and workmanship; and initiate changes to improve projects if required. Make periodic job site observations. Participate in substantial completion inspections, final inspections, and acceptance of projects for the State. Review architects, engineers, and construction contractors’ fulfillment of their contractual obligations to the State by observing and evaluating their performance. When necessary, due to variations in the geographic distribution of project appropriations, the incumbent may be required to assist in project development areas other than the area of assignment to accomplish an equitable workload distribution. Emergencies: The incumbent in this position is responsible for managing emergency response during and after scheduled work hours. The incumbent is responsible for coordinating the work activities of subordinates, contractors and other assigned trades who respond to after-hours emergencies. The incumbent is responsible for monitoring and reporting the materials and labor costs associated with emergency response activities. Participate in emergency response as required. Perform other related duties as required. Knowledge, Skills, and Abilities: Ability to constructively participate in dispute resolution. Ability to provide impromptu briefings and reports to visitors and inspectors concerning the status of construction and ongoing activities. Ability to read and understand construction drawings, specifications, and contracts. Ability to understand the results of material testing and sampling. Ability to understand warranties and conditions which invalidate those warranties. Basic writing and computer skills. Broad general understanding of current construction practices, methods, and materials. Broad knowledge of building codes. Ability to successfully research specific building code questions. Excellent interpersonal communications skills. Familiarity with environmental laws and concerns. Familiarity with proper procedures for handling and storing hazardous materials. General knowledge of major building systems and how they work. Knowledge of construction site administration. Knowledge of techniques for construction scheduling. Knowledge of construction financing and accounting. Thorough knowledge of construction site safety requirements. Thorough knowledge of the roles and interactions of the members of the building team Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): Valid and applicable driver’s license Minimum Qualifications: A Bachelors degree in a related field and 4 years experience; or a high school diploma and 8 years experience. Demonstrated experience in the field Construction Management, project management, budgeting, contract management, and procurement. 5 years experience supervising employees. Preferred Qualifications: Registration as a Architect, Engineer, or General Contractor in the the state of FL. A degree or professional certification in Construction Management Other job-related requirements for this position: Must obtain the Florida Certified Contract Mananger certification within 6 months. Must obtain the Florida Certified Contract Negotiator certification within 1 year.
