GENERAL DESCRIPTION:
This position facilitates the implementation of best practices and guides program development to ensure the educational success of students who are Deaf or Hard of Hearing (DHH). It also supports and enhances the Wyoming Department of Education's (WDE) role as the lead state agency for individuals in preschool through twelfth grades with hearing loss. Another component of this role involves the diligent fulfillment of general supervision responsibilities within the WDE's Special Education Division, as mandated by the Individuals with Disabilities Education Act (IDEA).

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
+ Deliver ongoing technical assistance and follow-up to Wyoming's public schools and child development centers (in-person, virtual, email, telephone).
+ Provide direct consultative support and program guidance to service providers in identified regions, specifically for students who are Deaf or Hard of Hearing (DHH).
+ Travel regularly for on-site visits to provide direct consultative support.
+ Lead the coordination and execution of educational workshops and in-services to enhance staff proficiency in addressing the unique learning requirements of students with hearing loss.
+ Plan and implement comprehensive annual and ongoing professional development for service providers (Teachers of the Deaf, Interpreters, SLPs, Special Education teachers) who serve DHH students.
+ Foster robust family engagement through strategic planning and active support of statewide outreach initiatives (e.g., WYHI, specialized secondary transition workshops).
+ Develop and integrate inclusive methods to ensure K-12 and preschool DHH children and their families are actively involved in vital events.
+ Actively support the Wyoming Department of Education's (WDE) overarching work, goals, mission, and initiatives.
+ Represent the WDE Special Programs DHH outreach team in collaborative efforts.
+ Manage the intake and tracking of all technical assistance requests from receipt through completion.
+ Interpret data from cumulative reports to identify emerging trends and ascertain needs for technical assistance and professional development.
+ Conduct comprehensive research into best and current practices.
+ Compile relevant content, resources, and information for dissemination across WDE website, Wyoming Instructional Network, and WDE Outreach Lending Library.
+ Support the lending library's operations through on-site visits for resource development, marketing, collaboration with the library assistant, and efficient material distribution.

Qualifications
PREFERENCES:
Will be given to applicants with a Bachelor's degree in Deaf Education, Speech Language Pathology, ASL Interpreting, Audiology, or a closely related field. And/or a Master's degree and at least five years of experience in Deaf Education/teaching the Deaf (birth through 21 years of age).
KNOWLEDGE:
+ Ability to communicate effectively with deaf/hard-of-hearing individuals, including knowledge of hearing loss and audiogram interpretation.
+ Basic knowledge of assistive listening devices such as remote microphones, sound field systems, hearing aids, bone-conducted hearing devices, and cochlear implants.
+ Understanding of the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act of 1973, with the ability to discuss Individualized Education Plans (IEPs).
+ Strong written and verbal communication skills, professional demeanor, and the ability to remain unbiased while working with constituents.
+ Self-starter capable of independent work (e.g., contacting schools, setting appointments), while also recognizing when to seek guidance from team members or the SPED division. Must be a team player, assisting colleagues as needed.
+ Prudent use of tax-funded resources and awareness of available resources in the deaf/hard of hearing library in Casper.
+ Competency in email, document creation, tracking technical assistance, developing presentations (PowerPoint), and setting up virtual meetings/workshops (Google Meet or Zoom).
+ Ability to travel.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Education)
Experience:
1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

+ Travel is estimated at 70%
