The Ventura County Department of Child Support Services Program (VCDCSS) was established in 1975 to provide children with the financial, medical, and emotional support they need to help ensure a bright future. Child support payments help provide children with food, shelter, clothing, and other necessities. By providing the means for many families to meet their most basic financial needs, the program is a critical part of efforts to fight poverty in California. In addition, public assistance recipients are required to open a child support case, with collections being used to recoup the government's cost of providing that assistance. California's program is administered by 49 local child support agencies (called LCSAs) and operates under the oversight of the California Department of Child Support Services (DCSS). THE POSITION The DCSS Human Resources Supervisor will lead the department's human resources initiatives with key responsibilities in leadership and team management, leave of absence administration and recruitment and talent acquisition. EDUCATION, TRAINING, and EXPERIENCE Considerable experience in Human Resource administration specifically in the areas of recruitment & selection and leave of absence (LOA) administration which would lead to the acquisition of the required knowledge, skills and abilities. An example of the required knowledge, skills, and abilities can be demonstrated by five (5) or more years of progressively responsible human resources experience with at least one (1) or more years in a supervisory or managerial role. NECESSARY SPECIAL REQUIREMENTS + Knowledge of employment laws + Experience in Leave of Absence Administration which includes oversight of all leave of absence programs including FMLA, ADA, parental leave and other statutory or government sponsored leaves + Proficiency with Outlook, Word, Excel and PowerPoint + Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire DESIRED EXPERIENCE + Experience with HR software programs such as NEOGOV or other similar applicant tracking onboarding workflows + Experience with Leave of Absence software programs such as Absence Soft or other similar benefit systems + Experience with Oracle HCM Cloud, Workday HCM, ADP Workforce Now or other human capital management and enterprise-level HR solution programs + HR Certifications i.e. SHRM-CP, SHRM-SCP, PHR, SPHR Knowledge, Skills, and Abilities: Considerable knowledge of: State, Federal and local laws, regulations related to leave of absence (FMLA, ADA, etc.), and regulations related to general HR Administration, union agreements (MOU’s) and civil service regulations; recruitment and hiring processes, workforce planning and employee relations strategies; principles and practices of supervision.
