The DCS Program Manager role is designed to bridge a critical gap in care access and financial accuracy. Position Summary
We are seeking a dynamic and mission-driven DCS Program Manager to lead our Department of Child Services (DCS) programs. This role is the linchpin between care accessibility and financial accuracy—ensuring families receive the services they need while maintaining operational and fiscal integrity. The ideal candidate is a strategic thinker, a collaborative leader, and a passionate advocate for children and families.

Key Responsibilities
Leadership & Team Management
+ Supervise and support a high-performing team aligned with DCS standards.
+ This includes family preservation providers and visit supervisors.
+ Provide coaching, training, and performance oversight.
+ Lead hiring, onboarding, and retention efforts.
Program Operations & Quality Improvement
+ Oversee daily operations and ensure compliance with child welfare standards.
+ Drive quality improvement initiatives and documentation excellence.
+ Participate in audits, councils, and policy development.
Service Coordination & Referral Management
+ Streamline referral workflows and ensure timely service access.
+ Collaborate with stakeholders to remove barriers to care.
+ Monitor service utilization and maintain consistency across departments.
Financial Oversight & Compliance
+ Ensure billing accuracy and financial sustainability.
+ Train staff on documentation and billing practices.
+ Track metrics and present data-driven insights to leadership.
Stakeholder & Community Engagement
+ Serve as liaison to DCS, healthcare providers, and community partners.
+ Represent Cummins at state and regional meetings.
+ Foster strong relationships to expand resources for families.
Training & Development
+ Lead new hire training and ongoing professional development.
+ Promote a culture of learning, inclusion, and continuous improvement.
Qualifications
Education & Experience
+ Bachelor's degree in behavioral health, human services, or related field.
+ 3+ years of direct care experience in social services or behavioral health.
+ 5+ years of leadership experience
+ Prior experience working with the Department of Child Services.
Skills & Competencies
+ Strong clinical knowledge and understanding of child welfare systems.
+ Excellent communication, conflict resolution, and prioritization skills.
+ High emotional intelligence and a collaborative leadership style.
+ Ability to coach, develop, and empower team members.
