**Description** Tyto Athene is searching for a **Data Manager** to support U.S. Southern Command on the SCITES II Contract in Doral, Florida.Positions are located both CONUS/OCONUS at the SOUTHCOM HQ in Doral, FL, and at the TSOC and other locations abroad (GTMO, Honduras, Colombia etc.). The Senior Data Engineer will support the design, development, and integration of data services using API-first architecture, focusing on MuleSoft and similar integration platforms. This position will design, develop, and implement scalable and secure API-based data solutions supporting enterprise data management, interoperability, and integration within DoD systems. **Responsibilities:** + Leverages both new and existing internal and external strategies, technologies, and policies to make data accessible, secure, and effectively utilized in support of USSOUTHCOM decision-making frameworks + Establishes a seamless, interoperable, accessible, and resilient data bus (common storage location) for the EIE, integrating all new services and capabilities into the data bus + Develops, maintains, and institutionalizes common data interface specifications for all information systems + Provides data asset information to support SOUTHCOM in populating mission-aligned federated data catalogs, facilitating the effective sharing and utilization of data across the enterprise + Architect and develop enterprise-grade, secure, and scalable RESTful APIs and microservices to support cross-platform data exchange. + Lead the design and implementation of API frameworks, schemas and governance structures + Integrate APIs with cloud and on-prem environments, ensuring security and compliance with DoD standards + Enable real-time and batch data exchange between databases, applications, and analytics platforms + Develop and manage data pipelines incorporating API calls, ETL logic, and orchestration workflows + Lead API lifecycle management + Collaborate with cybersecurity, DevSecOps, and platform teams to ensure secure and efficient delivery of services **Qualifications** **Required:** + Bachelor’s degree in Computer Science, Data Engineering, Information Systems or related field + 10+ years of experience in API development and enterprise systems integration + Expert-level experience building RESTful APIs + Strong understanding of API security, data encryption, and access controls + Deep experience with API gateway platforms such as Kong, Apigee, or Azure API Management + Experience working with large-scale data integration, ETL/ELT, and data transformation + Proficient in working with relational and NoSQL databases + Proven track record in CI/CD, containerization (Docker), and automation pipelines **Desired:** + Master’s degree in related field + Familiarity with DoD initiatives such as Thunderdome, Zero Trust Architecture, and C2IP + Experience with data protection protocols, Data Loss Prevention (DLP), and secure API integration + Experience leading cross-functional engineering efforts across CONUS/OCONUS sites + Mulesoft Certified Developer or Architect + Microsoft Certified: Azure Solutions Architect Expert + ITIL v4 Foundation or Practitioner **Clearance:** + TS/SCI clearance required **Certification:** + DoD 8570 Baseline & CE certifications are required for all positions and may vary slightly depending on the skillset required to perform the role + CompTIA Security+ CE **Location:** + Doral, Florida **About Tyto Athene** **Compensation:** + Compensation is unique to each candidate and relative to the skills and experience they bring to the position.
