Data Center MOP Manager (TKO) Job ID 231492 Posted 29-Jul-2025 Role type Full-time Areas of Interest Data Centers, Engineering/Maintenance Location(s) Hong Kong - Hong Kong **Role Summary:** We are seeking a meticulous and technically experienced MOP Manager to join our critical facilities team within one of Hong Kong’s most advanced data centre environments. This role is central to ensuring zero-impact maintenance through rigorous development, approval, and execution of all **Methods of Procedure (MOPs)** , aligned with our contractually mandated SLAs and compliance obligations. Operating within a 24/7 live environment, the MOP Manager will safeguard uptime and client trust by leading best-in-class procedural governance across all critical infrastructure interventions. **Key Responsibilities** **Procedure Lifecycle Management** • Develop, review, and approve MOPs, SOPs, and EOPs covering mechanical, electrical, and plumbing systems. • Maintain ownership of the MOP library; ensure all procedural documents are current, standardised, and audit-ready in line with client requirements • Supervise and physically witness the execution of all critical work activities as per CFWR guidelines, with authority to stop work in the event of procedural deviation • Ensure all MOPs include appropriate back-out procedures and environmental controls (e.g., floor tile lift limits, fire watch protocols, airborne containment, liquid discharge controls). • Facilitate post-MOP reviews including alarm cause analysis, state recovery confirmation, and lessons learned documentation. **Team Leadership & Supervision** • Directly lead and coordinate the site’s critical facilities technicians during MOP execution and routine maintenance windows. • Train staff on MOP writing, safety protocols, RAMS requirements, and correct procedural execution, including dry runs and failover testing. • Promote a culture of procedural discipline, safety awareness, and continuous improvement aligned with CBRE’s RISE values • Support shift scheduling and capacity planning to ensure sufficient coverage for MOPs, PTWs, and incident response. **Risk Management & Compliance** • Conduct formal risk assessments for all intrusive or potentially service-impacting works, ensuring mitigation is reflected in MOP and PTW content. • Ensure 100% compliance with SLA-defined uptime and safety standards by proactively identifying procedural or planning gaps. • Lead RCA and corrective action planning in the event of incidents or MOP deviations, engaging internal engineering and client stakeholders as needed • Maintain accurate MOP and PTW records in accordance with audit and regulatory requirements (e.g., COSHH, confined space, hot works). **Client & Vendor Management** • Serve as the site lead for MOP approval workflows with the client (Global Switch), including pre-works briefings, documentation sign-offs, and joint reviews. • Supervise all third-party contractors conducting works under MOPs or PTWs to ensure strict adherence to client process • Represent CBRE at Six Week Look Ahead meetings and Asset Care sessions, ensuring procedural dependencies are captured and access is pre-planned • Enforce technical and conduct standards for all vendors on site; escalate violations as per Global Switch security and compliance protocols. **Required Qualifications & Experience** • Education: Higher Diploma or Degree in Electrical, Mechanical, or Building Services Engineering. • Experience: Minimum 5 years’ experience in critical environments (with at least 2 years focused on MOP development and direct execution oversight. Technical Skills: • Proficient in UPS systems, LV/MV switchgear, generators, chilled water systems, CRAC/CRAH units. • Familiar with BMS/EPMS platforms and electrical protection coordination. • Language: Fluent in both Cantonese and English, written and spoken. Certifications (Preferred): • Registered Electrical Worker (REW) B0 or above • ITIL Foundation • Uptime Institute ATS/AOS • IOSH or equivalent safety certification **Core Competencies** • Extreme Attention to Detail • A single procedural omission could result in data hall outages, this role demands absolute precision. • Systematic & Procedural Thinking • Must be capable of designing and validating complex operational flows, accounting for interdependent systems and fail-safes. • Risk Assessment & Mitigation • Every MOP must anticipate and neutralise threats to uptime, this requires strong foresight and structured thinking. • Clear & Concise Communication • Able to document and brief complex procedures to multi-lingual, multi-vendor audiences with clarity and authority. • Calm Under Pressure • Must remain composed during critical works and incident escalations, making safety-first decisions even under stress. • Leadership & Mentorship • Inspire procedural discipline, coach junior staff on safe practices, and raise overall technical competency on site.
