The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
ACS’ Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB’s portfolio is the operation of the City’s subsidized child care voucher system -- one of the largest child care assistance programs in the country. ACS provides vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable child care at the provider of their choice while they pursue work, education, or training.
The Office of Strategy, Research, and Provider Partnerships (SRPP) within the Division of Child and Family Well-Being (CFWB) at ACS oversees strategic, analytical, and data-driven initiatives that support CFWB offices, programs, and policies. The SRPP comprises four specialized teams: Family Enrichment Centers Program Management (FEC PM), Child Care Data Management and Systems (DMS), Strategy and Research (SR), and the FEC Program Sustainability and Improvement (PSI) team.
The Child Care Data Management and Systems (DMS) team is responsible for developing and maintaining a comprehensive portfolio of child care data management, analysis, and reporting functions that drive strategic decision-making and operational efficiency within the CFWB Office of Child Care Operations. The team’s work informs policies, planning, and programmatic oversight at ACS and across city agencies, including partnerships with HRA, NYC Public Schools, City Hall, and NY Stat Office of Children and Family Services.
ACS seeks a highly skilled Data Analyst to join the DMS team. Reporting to the Director of Child Care Data Management and Systems, the Data Analyst will play a key role in leveraging data to improve performance, inform policy, and support operational decision-making. The ideal candidate will have strong analytical capabilities, proficiency in data visualization, and excellent communication skills to effectively collaborate with internal and external stakeholders.
Key Responsibilities:
- Data Analysis & Insights: Apply quantitative methods to collect, clean, and analyze large datasets from administrative sources. Identify trends, generate actionable insights, and develop data-driven recommendations to support decision-making.
- Reporting & Visualization: Design and maintain interactive dashboards, reports, and visualizations using tools such as Excel, Power BI, and/or Tableau to enhance data accessibility and usability for leadership and program staff.
- Database Management & Maintenance: Assist in the development, enhancement, and upkeep of databases and reporting tools. Ensure data integrity, accuracy, and timely reporting by implementing quality control measures.
- Strategic & Operational Support: Support capacity-building efforts by helping managers and leadership in the CFWB Child Care Operations, and other ACS Offices, understand and leverage data to optimize business processes and programmatic outcomes. Provide technical guidance on interpreting data findings.
- Ad Hoc Analysis & Special Projects: Respond to urgent requests from CFWB leadership by compiling and analyzing data for time-sensitive reports related to procurement, program administration, and performance metrics..
- Facilitation & Communication: Lead multi-stakeholder meetings to identify reporting needs, translate complex data into clear narratives, and develop user-friendly reports that meet diverse audience requirements.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
