This initiative will serve as a foundational blueprint for statewide cloud adoption and modernization, with a focus on establishing a Cloud Center of Excellence (CCoE), maturing cloud governance, and enabling sustainable change across agencies. Background During the 2025 Regular Session, the Mississippi Legislature passed HB 1491 which directs ITS to implement a Cloud Center of Excellence (CCOE). This bill became law on July 1, 2025. Key points of the bill are: • Develop and implement a statewide strategy for cloud adoption and management • Provide guidance, best practices, and governance frameworks to state agencies and governing authorities for the adoption and use of cloud services • Establish standardized processes for cloud migrations, resource optimization, and workload assessments • Enhance cybersecurity protocols and ensure compliance with state and federal security standards • Monitor and report on the scalability, cost efficiency, and performance of cloud infrastructure • Offer training and support to agency personnel to promote cloud literacy and effective utilization • Coordinate with state agencies and governing authorities to ensure a phased implementation schedule In addition, there are specific requirements related to a two-year phased implementation plan by July 1, 2027: • Conduct statewide readiness assessments and develop detailed cloud migration plans for pilot agencies • Initiate pilot migrations for selected state agencies, establish key performance indicators (KPIs) and refine processes based on feedback • Expand cloud adoption to additional state agencies, focusing on optimizing resource utilization and ensuring adherence to best practices • Integrate governing authorities into the cloud ecosystem and provide support for local governments, postsecondary educational institutions and school districts • Achieve full statewide adoption of cloud services, with ongoing monitoring, training, and optimization provided by the CCOE for all state agencies and governing authorities Call502-379-4456 Ext 100for more details.
