Objectives of the Position:
The Customs Asia Pacific (Executive) is responsible for customs related activities served out via Kuala Lumpur Asia Pacific Service Centre (Hub).
The role’s objectives:
To enable business focus and delivery of service excellence from hub to support business needs. To support hub customs operations related service requests, KPI reporting, dashboard and administrative support.To support compliance within BASF supply chain operational processes regarding Foreign Trade (Customs and Trade Control).To support any improvement and process implementation to ensure an agreed service level with cost control and in compliance with governmental regulations and BASF company policies.
Main Areas of Responsibilities and Key Activities:
1. Duty Drawback Management
Perform duty drawback accounting and communicate with business unitsUpload duty drawback data into system and prepare reportsAllocate CBP Duty DrawbacksReconcile and allocate ACH DutiesAudit and post invoices for US and Canadian suppliersResolve discrepancies with service providers, participate in weekly calls with suppliersMaintain the Americas Customs Dashboard.Support business unit queries related to duty drawback and analysisSupport organizing meeting with countries and any business review as necessaryRespond promptly to ad-hoc requests or urgent issues, providing support for special requests
2. Payment Management
Perform documentation review prior payment for customs payments, broker payments and customs duties across all clearancesTrack discrepancies, collaborate with relevant parties to resolve and mitigate recurrenceProcess and release invoices and penalties paymentManage Pay.gov requests for customs paymentsHandle customs tax requests for business unitsSupport broker management and KPIsPrepare monthly statistics and KPI report for service recipientMonitor performance from Service Provider to ensure smooth operationsSchedule regular meetings with Service Provider and Service RecipientSupport process improvement projectsKeep up with regulations changes and take immediate action to comply latest requirementSupport the data preparation required for dashboards, including alerts and analysisSupport the standardization of reporting of departmental and organizational measurementsSupport the automation of routine data collection and develop reporting processes that aids operational performance managementSupport the process documentations (Standard Operating Procedure, Work Guide, Work Instruction) for customs hub operationsProactively address and resolve any discrepancies or customs -related issues (e.g., delayed shipments, missing documentation, tariff classification mismatch, etc.) by troubleshooting the root cause and communicating clearly with relevant parties
3. Customs Compliance responsibilities:
Support Customs Compliance related assessment, health checks, audit and its documentationSupport operational and service documentation including Standard Operating Procedure, Work Instructions, Work GuideEnsure all activities comply with relevant customs regulations, trade laws and tariff schedules
4. Process and system improvement responsibilities
Support any digitalization initiatives or automation for customs process and operationsSupport any system upgrade or enhancement related review and testing
Job Requirements:
Education:
Bachelor degree in Economics, International Business, Logistics Engineering, or related.
Working Experience:
Minimum 3 years relevant experience in Foreign Trade, Supply Chain, Procurement, or Business Management.
Technical & Professional Knowledge:
Experience in customs, trade law and practices of chemical and non-chemical products is desirableFamiliarity with customs regulations, Incoterms, and trade documentation.Good Microsoft office knowledgeGood knowledge of SAP and SAP GTS is highly desirable Fluent in EnglishStrong analytical, time management, and communication skills.
