Handling customs clearance on imported vehicles and automotive parts from overseas and Free Zone plants, as well as obtaining Import Certificate (Form 32) and completing the related process e.g. data submission and vehicle registration at Land Transportation Department and delivering import shipments to Ford warehouse as per the targeted timeframe without extra cost to company e.g. storage charge, overtime charges, etc.
Review duty calculation & validation report and verify the accuracy of info (e.g. declared value, tariff codes, duty preferential claims, duty & tax amount, etc.) declared on Customs Declaration before and after submitting to Customs Department. Monthly review on tariff classification & duty payment based on EDI Report & conduct analysis for customs compliance purpose and identifying duty-saving opportunities and customs risk with estimated exposure (if any).
Conduct tariff classification review for new parts with Ford’s tariff classification service provider (Livingston). In term of common service parts and production parts, collaborate the review among Ford’s customs teams of sale company and FZ plant to obtain mutual alignment on appropriate tariff code and complied with Thai tariff ruling (if any). Monitor the update of tariff code & duty rate into Ford’s system by tariff classification team.
Collaborate with relevant Ford teams and CHB on duty calculation report when there is the issue on duty calculation method, DATAMART report, IBD creation, part price discrepancy, GSDB code mismatch, etc. including identifying cause of issues and suggestion on both interim and long-term solutions.
Review the request for internal approval on duty and tax payment to Thai Customs via e-payment process on a per shipment basis.
Liaise with related teams within Ford as well as external service providers e.g. freight forwarder, customs house broker (CHB), etc. in case there are issues on shipping documents, freight invoices, shipping mark, customs declaration and expedite to complete the amendment processes.
Manage and handle customs-related issues on import shipments e.g. Tariff dispute, Damage Cargo Report (DMC), Shipping Mark discrepancy, physical shipment inspection by Thai Customs on engines & short block shipment and expedite CHB to complete the related processes with Thai Customs and relevant parties in order to release the import shipment from customs custody in timely manner.
Handle customs ad-hoc cases e.g. customs re-declaration, tariff classification application, customs post review/audit, duty refund, etc.
Support and take lead/action special projects / ad-hoc request and provide technical customs advice related to part import to other Ford functional teams e.g. returned goods shipment, restricted goods import & National Single Window (NSW) requirement, customs valuation, import tax calculation, tariff code & duty rate, etc.
Coordinate with Purchasing team and relevant functional teams in relation to new CHB bidding, Scope Of Work (SOW), CHB’s KPIs and performance evaluation in monthly basis.
Bachelor’s Degree in any field
3-5 years of work experience
Professional Exposure (Technical Skills): Customs operation and clearance on imported parts both general and restricted goods. Tariff dispute, physical shipment inspection by Thai Customs, duty & tax exposure calculation, duty refund, Tariff Classification Ruling, FTA and Certificate of Origin validation especially under ATIGA and ACFTA.
Preferred previous experiences: Automotive and Manufacturing industry
Functional Skills: MS Office Suite (Excel, Word, PowerPoint)
Behavioral Skills: Be able to work under pressure, analysis and logical thinking, positive mindset and can-do attitude.
Preferred special knowledge/skills: Customs Valuation, Tariff Classification, FTA and Thai Customs incentive schemes, particularly Free Zone, Incoterm.
