Criminal Investigator (Reemployed Annuitants and ICTAP eligibles)
Summary The Secret Service is seeking retirees of the Federal Employee Retirement System (FERS) or Civil Service Retirement System (CSRS) to support our integrated mission and impart knowledge and experience to the current workforce. The Criminal Investigator's mission is to perform critical protective and investigative assignments. The Criminal Investigator has accomplished this mission through a tradition of honor, integrity and a commitment to excellence. Responsibilities During the course of working in the Office of Technical Development and Mission Support, Criminal Investigators (Special Agent) carry out critical investigations and protection assignments. Duties include: Participating in planning, coordinating, and conducting exceptionally difficult and sensitive protection activities; Leading and coordinating a group of special agents in conducting advance security surveys for individuals who, because of their kind or level of position, are vital to the continuity of Government and national as well as international security. Participating in planning, coordinating, and conducting exceptionally difficult and sensitive investigative activities (e.g. financial crimes fraud, major counterfeit, intelligence investigations, etc.); Performing complex and difficult polygraph examinations involving full range of investigative cases and evaluates results. Analyzing and evaluating current and projected short- and long-term programs projects, and operations of the assigned office. Preparing position papers and other informational material, providing advice and recommendations concerning the evaluation of actual or potential effectiveness in achieving program goals. As determined by the Office of Personnel Management, the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrist, elbows, shoulders, hips and knee joints is required. Arms, hands, legs and feet must function sufficiently in order for applicants to perform the duties satisfactorily. Since the duties of this position are exacting and involve the responsibility for the safety of others under trying conditions, applicants must possess emotional and mental stability. Any condition that would hinder full, efficient performance of the duties of this position or that would cause the individual to be a hazard to himself/herself or to others is disqualifying. There are also specific medical requirements for this position, and any chronic disease or condition affecting the respiratory, cardiovascular, gastrointestinal, musculoskeletal, digestive, nervous, endocrine, lymphatic, nervous, genitourinary, and other systems that would impair full performance of the duties of the position may also be disqualifying. Requirements Conditions of Employment Be a U.S. citizen Males born after 12/31/1959 must be registered for Selective Service. Qualifications Dual Compensation Off-Set Waiver for Criminal Investigators (Special Agents) Approved for Rehires: This announcement is being used to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed 12/31/2028. Annuitants who are reemployed with a salary offset (dual compensation) waiver are eligible for: Full annuity and full Federal salary. Annual and sick leave (not applicable for an intermittent work schedule) Full-time, part-time, or intermittent work schedules. Receive overtime (on a full schedule). Overtime hours are counted towards maximum hour limitations. Law Enforcement Availability Pay (LEAP) and additional compensation of 25% of the base salary will be added to locality pay. New hires under this authority will be offered a non-status, term appointment in the competitive service Not-to-Exceed 4 years or 1 day before their 60th birthdate, whichever comes first. Appointments that continue past December 31, 2028, may be subjected to salary off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed. Annuitants who are reemployed with a salary offset (dual compensation) waiver are NOT eligible for: Additional retirement coverage (other than Social Security coverage). TSP Contributions. To be considered qualified for this position you must meet the following qualification requirements: You qualify for the GS-13 level (salary $120,579.00) if you possess at least one year of specialized experience equivalent to the GS-12 level, performing duties such as: Working successfully with a wide range of individuals with conflicting interests and under adverse, pressure situations. Preparing and submitting written reports concerning unusual incidents occurring during assignments. Conducting on site interview, on unauthorized individuals attempting to gain access; and Independent Ing conducting and completing typical inspections, enforcement activities, or compliance evaluations executing a variety of investigative activities.
