The Business Operations Unit exists to serve as CPW’s business professional liaison with the Office of Information Technology (OIT), vendors, and partners for all CPW projects and services that have a technology component. This unit provides services to plan, manage, and oversee the business operations side for all technology projects and systems; provides representation and advocacy of CPW’s business needs and goals; coordinates with CPW staff and OIT, Vendor and partner staff in the management of the agency’s technology applications, technology support contracts, business data analysis; develops and tracks CPW’s specific technical project expenses to remain within budget as assigned; and ensures accuracy of invoiced services and good, coordination and support. These services are essential to CPW’s mission in managing Colorado’s wildlife and outdoor recreation resources now and in the future. Description of Job The Business Operations Project Manager is a professional who makes use of their project management knowledge and expertise to provide IT based project delivery for CPW. The Business Operations Project Manager will serve as the project management expert for CPW for multiple initiatives, overseeing a variety of IT projects. This position will act as an authority and a key decision maker in designing processes, guidelines, and standards for IT project management for CPW. Execute project management duties using best practices and frameworks, for a range of Division projects in various stages. Actively promote and facilitate seamless cross-functional collaboration and open communication as well as provide direct coaching and mentorship to individual team members who are new to IT projects. CPW is looking for an IT Project Manager to drive multiple initiatives. In this role, you will be responsible for overseeing a variety of IT projects that improve our technology and how we use it. You'll work closely and concurrently with multiple different teams to make sure projects are completed on time and meet everyone's needs. Specific job duties include but are not limited to: Project Communication Facilitator Acting as the authority or lead for the Business Operations Unit, Project Manager is responsible for establishing and maintaining effective communication channels throughout the project lifecycle. This involves proactively disseminating information, facilitating collaboration, and ensuring clear and consistent messaging among all stakeholders. Meetings: The IT Project Manager will be responsible for scheduling and leading a variety of meetings. They will create agendas before the meeting and provide meeting summaries post meetings. These meetings include status meetings, team meetings, client meetings, steering committee meetings and project status meetings, just to name a few. These can be for planning, problem-solving, decision-making, or just keeping everyone informed. Emails: Effective written communication by the IT Project Manager is required. A constant stream of updates, requests, clarifications, and issue escalations will be expected. Reports: Creating and presenting clear and effective reports will be required by the IT Project Manager. Stakeholder Management: The IT Project Manager will be adept at building and nurturing relationships with everyone involved in or impacted by the project. This includes active listening, understanding their needs, and managing their expectations. Conflict Resolution: The IT Project Manager will be responsible for smooth and respectful communication between all groups on the project. This includes addressing disagreements, mediating disputes, and finding solutions that satisfy (as much as possible) all parties involved. Planning and Scheduling The Project Manager is responsible for the planning, scheduling, and execution of assigned projects. This role requires a strong understanding of project management methodologies, excellent organizational and communication skills, and the ability to manage multiple projects simultaneously. The Project Manager will work closely with cross-functional teams to ensure projects are completed on time, within budget, and to the required standards. Defining Scope: The IT project manager will assist and guide Subject Matter Experts, Business Owners and Business Analysts to clearly outline the project goals, deliverables, features, and boundaries. Developing Schedule: The IT Manager will be responsible and will be responsible for assisting or assisting to create and document a timeline with task dependencies, milestones, and deadlines. Risk Identification: The IT Project Manager will assist in brainstorming potential problems that could derail the project (e.g., technical challenges, resource shortages, changing requirements). Risk Analysis: The IT Project Manager will assist in assessing and documenting the likelihood and impact of each risk. The IT Project Manager will assist, and document risk ranking based on impact to schedule or functionality. Risk Response Planning: The IT Project Manager will assist in developing strategies to mitigate, avoid, transfer, or accept risks. Risk Monitoring: The IT Project Manager will continuously track identified risks, look for new ones, and adjust plans as needed. Monitoring and Controlling The IT Project Manager is responsible for continuously monitoring project progress and taking corrective action to ensure the project stays on track, within budget, and meets quality standards. This involves tracking key performance indicators (KPIs), comparing actual performance to planned performance, and implementing necessary adjustments to achieve project objectives. Progress Tracking: The IT Project Manager will be responsible for collecting and documenting data on task completion, milestones reached, and overall project health. The IT Manager will do so by using project management software. Performance Measurement: The IT Project Manager will document actual progress to the planned schedule. Change Management: The IT Project Manager will assist in handling requests for changes, documenting the impact to the project scope, timeline, or resources. Issue Resolution: The IT Project Manager will address problems and roadblocks that arise during the project. The IT Project Manager will troubleshoot, escalate issues, and assist in finding workarounds. Quality Assurance: The Project Manager will ensure the Business Owners and other project participants check that deliverables meet the required standards and fulfill the project objectives. Documentation The IT Project Manager is responsible for ensuring comprehensive and accurate documentation throughout the project lifecycle. This involves creating, maintaining, and organizing project-related documents to facilitate communication, knowledge sharing, and project success. Project Plan: The IT Project Manager will maintain a document outlining the project scope, schedule, risks, and communication plan. Meeting Minutes: The IT Project Manager will record decisions, action items, and key discussion points from meetings.
